1、DormitoryRulesandRegulationsforForeignStudentsandStudentsfromTaiwan,HongKongandMacaoAttendingXXUniversityofTechnologyXX理工大学留学生及台、港、澳学生宿舍管理规定PartIGeneralprinciples第一章总则1. ThefollowingrulesandregulationsareformulatedforthepurposeofraisingtheStiidenfsabilitytomanage,serveandeducatethemselves.第一条为进一步促进我

2、院学生宿舍管理制度化、规范化，培养学生“自我管理、自我服务、自我教育”的能力，结合我院实际，制定本规定。2. Thedormitoryisaplaceprovidedforstudentstolive,studyandrest.Itisalsoaplacetonurturethestudenfsbehaviorandpromotetheirculturalandethicprogress.第二条学生宿舍是学生休息、生活、学习的场所，是学生行为养成教育和学生精神文明建设的重要阵地。3. Theobjectiveofdormitorymanagementisusafety,civilization

3、,andharmonywandneatness,cozinessandconveniencew第三条学生宿舍管理目标是“安全、文明、和谐”和“整洁、便利、温馨”。4. ThedormitoriesarejointlymanagedbytheForeignStudentAdministrationandtheCollegeOfficeoftheCollege.TheForeignStudentAdministrationtakescareof:a) Nurturingstudents9behavior;b) Buildingspiritualcivilization.TheCollegeOffi

4、cetakescareof:c) Securityd) Cleaningworkinthecommunityplace;e) Maintenanceofthefacilities.第四条学生宿舍由留学生部和国际教育学院办公室共同管理。学生行为养成教育、学生宿舍精神文明建设、住宿秩序等工作由留学生部负责；安全、保卫、保洁、维修、保障等工作由国际教育学院办公室负责。PartIIRoomandApartmentArrangement第二章住宿管理5. Students9hostelarearrangedbytheuniversity,andbedsandroomsarearrangedbytheOf

5、fice.Students9roomshallbeallottedbytheOfficeandnochangeshouldbemadewithouttheirpermission.第五条学生宿舍住房由学校统一计划调配使用；床位由国际教育学院办公室具体安排。学生按指定的床位入住，未经国际教育学院办公室批准，任何部门和个人不得安排学生等人员入住学生宿舍，不得占用、调换床位和寝室。6. Registeredstudentsshouldpaythehostelfeeyearlyandliveinthedormitorycompulsorily.第六条凡取得我院学籍的留学生，均须在学院统一安排的学生宿舍

6、住宿；入住学生宿舍的人员必须在注册时缴纳住宿费，住宿费按学年收取。7. Thestudentsarenotallowedtoliveoffcampus.Thestudentsmayapplytodosoinsomespecialcases.Buttheyhavetotaketheirownresponsibility.第七条学生不得擅自在校内外租房住宿；如确有特殊情况，须实行严格的申请和审批手续。学生租房住宿引起的后果由学生本人承担。8. Incaseofsuspension,course-completion,graduationordropouttheOfficehasthefullaut

7、horitytomakeitsadjustmentsothatnoroomshouldstayempty.第八条为提高房源利用率，国际教育学院办公室应对因未报到、休学、实习、毕业、退学等原因而空出的床位及时加以调整，班主任要按要求积极配合做好学生的思想教育工作，确保工作按时到位。9. Writtenapplicationtotheteacherinchargeoftheirclassshouldbesubmittedbythestudent,ifhe/shestaysduringvacations.Themanagementtakescareofthestudentsandshallrearr

8、angetheirrooms.第九条寒、暑假期间，学生因故需在学生宿舍继续住宿者，应书面申请，经班主任同意后报留学生部备案，由国际教育学院办公室统一安排住宿，入住期间要配合管理。10. Incaseofsuspension,course-completion,graduationorwithdrawalthestudentsneedtogothroughtheprocedurewiththeOffice.ThesestudentsneedtoreturnalltheaccessoriestotheCollegewhichwereprovidedtothemearlier.Thestudents

9、shouldtaketheirbelongingswiththemwhentheyleave.Thereshallbesomeextrachargesiftheprocedureisnotdonewell.IncaseofacademicsuspensionandresumptiontheseshallbeagainnewprocedurebytheCollege.第十条学生因休学、结业、退学、毕业等原因变更学籍的，应及时办理退宿手续。住宿学生退宿后，应及时带走自己的物品；对应该退宿而没有及时办理手续者，所造成的损失概由其本人承担。复学后需重新办理入住手续。11. Thestudentswho

10、leavetheuniversityshouldnotdestroyordamageanyfacilitiesoftheuniversity.第十一条学生离校时应遵守学校制度，文明离校。PartIIIAssetsManagement第三章资产管理12. Universityprovidesallthebasicfacilitiesinthedormitoryincludingthepowersupplyandthewatersupply.Thestudentsshouldtakegoodcareofallfacilitiesbyturningoffelectricalapplianceandl

11、ightsbeforeleaving,andbysavingwater.第十二条学生宿舍配套资产均属学院所有，宿舍内供水、供电等设施均由学校统一配置、安装。全体师生应爱护供水、供电设施，做到随手关好水龙头，人走灯熄，杜绝“长流水”、“长明灯”。13. IntheroomsthefacilitiesprovidedbyUniversityare:Computer,airconditioner,refrigerator,washingmachine,electricwaterheater,bed,mattress,bandstand,assembledsecretaries,tablechairs

12、,multipurposecabinet,lights,electricalfan,doorandwindows,windowcurtain,TVset,remotecontrol,thecabinetforTVset,TVline,telephoneset,telephoneline,burglar-proofdoorkeys,Clotheshorseandsoon.Whenfreshmencometheyneedtocheckfacilitiesprovided,signtheinventorylistoftheapartment.Allthestudentswhostayinthedor

13、mitoryarefullyresponsibleifanydamagehappenstotheprovidedaccessories.第十三条学生寝室配套的资产均属学院所有，具体包括电脑、空调、冰箱、洗衣机、热水器、床、床垫、床头柜、组合书桌、椅子、综合柜、照明灯、电扇、门窗、窗帘、电视机、遥控器、电视机柜、闭路线、电话机、电话线、寝室门钥匙、晒衣架等学院统一配置的各类学生学习、生活家具和设备。入住时学生签收所配备的电器及家具等生活设施。14. ThestudentshavetoprotectallthefacilitiesprovidedbytheUniversity.Themanagem

14、entandstudentsshouldkeepeachothertodotheworkco-operativelyinsavingandprotectingthefacilities.第十四条爱护公物是学生应尽的义务和责任。学生既是住宿人，又是寝室资产使用责任人，要主动配合管理部门的工作开展，自觉抵制和举报损坏公物的不良行为，共同维护好寝室资产。15. Allthefacilitiesinthedormitoryareforbiddentomove,refitordismantlefreely,Ifitisnotworkingproperly,thestudentsshouldreportt

15、otheOfficeforrepairwithinthreedays.第十五条禁止随意搬动、改装、拆迁学生寝室资产，不得自行将资产搬出房外，不得在学生寝室擅自装修。寝室资产出现损坏，应在三天内办理报修手续。16. Ifthereisanydamageinthedormitoryandnopersonresponsiblecanbefoundthenthestudentshavetocollectivelyshareandbearthecostofrepair.第十六条资产损坏或丢失，归个人使用或个人损坏的，由责任人承担维修和赔偿费用；属寝室公共部分又不能明确责任人的，由相关全体人员共同承担维修

16、费或赔偿金。17. Incaseofgraduation,suspensionorwithdrawalfromthecollege,orroomandapartment第3页共13页rearrangementtheOfficeshallcheckthefacilitiesinthedormitory.Ifthereisanydamageorlossofanyitemthecompensationworkshouldbedonewithinthreeweekdays.第十七条学生调整寝室或毕业、休、退学时，应由国际教育学院办公室验收个人使用的单件资产和室内共用资产，方可办理相关手续。学生损坏资产

17、的理赔工作，一般要求在三个工作日内完成。18. DamageduetonatureorsomeirresistiblecausearepaidbytheUniversityandincaseoftoughhandlingthestudenthastopay.Ifdamageisdonedeliberatelythenthefineshallbe10timesoftheactualpriceofthatitemunderthenPenaltiesforViolatingtheRulesThecompensationshallbesetbytheOfficeandForeignStudentsAd

18、ministrationDepartment.第十八条资产损坏如属自然损坏或不可抗拒的原因所致维修不收费；属人为直接或间接原因所造成的损坏须照价赔偿和收费维修，根据XX理工大学留学生违纪处分暂行规定故意损坏者除按价赔偿外还须缴纳10倍罚金。收费或赔偿标准由办公室会同留学生部共同确定。PartIVDiscipline第四章秩序管理19. ThestudentsshouldstrictlyobservethetimetablemadebytheCollege.Tostayoffcampuswholenightisnotallowed.Thegatesshallopenat6:00inthemorn

19、ing,andshallcloseat22:30atnight.FailuretogetbackbythistimeatnightshallbegivenpenaltyaccordingtothenPenaltiesforViolatingtheRules,.After23:00visitingothersisnotallowed.Thestudentswhoarelateorwanttoleavethedormitoryforsomespecialreasonssuchasillnessshouldshowtheidentitycardforregisteringatthesecurityg

20、uard.第十九条学生应遵守学院作息制度，禁止夜不归宿。学生宿舍大门每天6：00按时开，23：00按时关；晚间实行封闭式管理，学生应在22：30以前回宿舍就寝。超过规定时间回宿舍视为晚归，杜绝未请假整夜未归；23：00以后禁止相互串门；晚归者或晚上超过规定时间因生病等特殊原因需离开宿舍楼者须向管理人员说明原因，出示证件，如实登记。20. Boyscanentergirls,hostelorvice-versaonlywhentheyareregisteredbytheguardandaftershowingIdentitycard.Theyarenotallowedafter21:30atni

21、ght.Itisforbiddentostayforthewholenightthere.第二十条学生进入异性宿舍，须持有效证件经宿舍管理人员登记同意后方可入内，但应在21：30前离开异性宿舍。禁止男女混宿。21. Studentsaresupposedtomaintaindormitoryorderontheirowninitiative.Insidetheirdormitorysuchactsasmakingbignoise,playinggroupgamesorsports,gambling,drinkingalcoholorbeer,orsmokingareforbidden.Duri

22、ngtheclasstimeandafter23:00o,clockstudentsarenotallowedtosingsongsloudly,toplaychessorcard,ortoplaymusicalinstruments.Turndownstereovolumesoasnotdisturbothers.Alcoholorbeerisprohibitedindormitories.Thecorridorsand第4页共13页stairwaysofthedormitoryshouldbekeptclean.Parkingvehiclesandpersonalpropertythere

23、isnotallowed.Thermos,bowletc.arenotallowedtokeepintheguardroom.第二十一条学生应自觉维护学生宿舍的生活、学习秩序。不准在宿舍内大声喧哗、吵闹、群体游戏、体育运动等；宿舍内严禁赌博、喝酒、抽烟等行为；上课时间和23：00以后，不允许在宿舍内下棋、打扑克、吹拉弹唱等；使用音响的音量应控制在不影响他人休息和学习的范围内；23:00以后禁止相互串门；禁止在宿舍和楼道内停放自行车、堆放杂物、将热水瓶、碗等物品放在门卫室等出入口，保证楼道畅通。22. Studentsarenotallowedtopasteanykindofadvertisem

24、entsortobeengagedtheillegalactivityinthedormitory.Tradingactivityisalsonotallowedinthedormitory.Throwinggoodsoutofthewindowisnotallowed.第二十二条不准在宿舍内随处张贴各类广告、海报及其它宣传资料，禁止在宿舍内从事或协助从事非法活动。禁止在宿舍内摆摊设点，或给直销、代销提供场地进行商业活动。禁止向楼外抛扔物品O23. Playingcardisnotallowedinthedormitory.Watching,collectingandcirculatingun

25、healthyvideoorreadingunhealthyorvulgarbooksarenotallowedinthedormitory.Vulgardrawingsarenotallowedtopasteonthewall.第二十三条禁止在宿舍打牌，禁止在宿舍观看、收藏、传播不健康或低级庸俗的书刊及音像制品、物品。不准在宿舍墙壁面书写、张贴格调低下的字画。24. Studentsmaymaketheirownrulestomanage,superviseandsafeguardthedormitoryasawhole.第二十四条寝室成员可以制定相应的寝室文明公约，维护寝室的利益，相互督促

26、，共同遵守。PartVSafety第五章安全管理25. Studentsshouldtakepropercareofthedormitoryandmakeitsafeandsecurebyraisingawarenessofsecurityandconceptoflegality.Studentsshouldstopandthenreporttothemanagementthebadbehaviorswhichwouldendangerthesafetyofthedormitory.第二十五条学生应自觉维护宿舍安全，增强安全意识和法制观念，提高防范能力和自救逃生能力，及时劝阻、制止、报告损害宿

27、舍安全和正常秩序的不良行为。26. Studentscan,tuseordestroyfirefightingequipmentwithoutpermission.Incaseoffire,callthepolice,leavethesiteoffireorextinguishthefire,etc.tominimizetheloss.第二十六条爱护消防设施。不得擅自使用和破坏宿舍楼内的消防设施。发生火警、火灾等灾害事故时，应及时采取报警、撤离现场、灭火等有效措施，将损失降到最低点。27. Studentsshouldn,taccommodatefriendoutsidethecollegef

28、orthenight.Iftheydosoandifthere第5页共13页isanypropertylossorbodilyinjurytotheotherstudents,therelevantlegalresponsibilityshallbeinvestigated.第二十七条学生不得在寝室内擅自留宿外来人员，因擅自留宿外来人员造成其他同学或集体的财产损失、人身伤害的，学院将按追究学生相关法律责任。28. Studentsshouldkeeptheirownbelongingssafely.Beforeleavingthedormitorythestudentsmustlockthed

29、oorproperly.Changingoflocksorlendingyourkeytoothersshouldnotbedone.Studentsshouldbealerttothesuspicious-lookingmen.Whentherehappensacriminalorpublicsecuritycase,thestudentsonthesceneshouldprotectthesceneandreporttothemanagementimmediately.第二十八条学生应妥善保管好自身财产，做好宿舍防盗工作，养成离舍锁门、就寝栓门的习惯。禁止私自调换门锁或另加门锁，不得将本寝

30、室钥匙借与非本寝室成员。对形迹可疑的人要提高警惕，发现发生刑事、治安案件时，在场学生应保护现场，及时报告管理人员处理。29. Studentsshouldnotkeepknives,sticks,radioactivesubstancesandotherdangerousmatterswhichispoisonous,orinflammable,orsusceptibletoerosioninthedormitory.Burningwastepaperorlightingcandlesinthedormitoryisnotallowed.第二十九条禁止在宿舍内存放刀、棍等攻击性器械以及剧毒、易

31、燃、易爆、易腐蚀等具有放射性、危险性的国家管制性物品。禁止在宿舍和楼道内焚烧废纸和杂物；禁止在宿舍点蜡烛。PartVIPowerUse第六章宿舍安全用电管理30. Dormitoryistheplacewherestudentsliveandstudy,soeverystudentshouldeconomizeonelectricityanduseitproperly.第三十条学生宿舍是学生住宿、生活和学习的场所，全体学生应牢固树立安全用电和节约用电意识，自觉学习和掌握用电常识，做到安全用电、节约用电。31. Studentshouldtakegoodcareofallfacilities.I

32、ncaseofexposureofwire,electricleakage,oranydamagetheyshouldreporttotheOfficeimmediately.第三十一条全体学生应爱护用电设施，如发现电线损坏、裸露、漏电等现象，应及时报告至国际教育学院办公室。32. Studentsarenotallowedtoremovepowerline,ortopullanotheronetoinstallabulbholderwithoutpermission,andnotallowedtoextendpowersupplyfacilityinthedormitory,Students

33、shouldnotdestroypowersupplyboxorpowersupplycableinthedormitory,andalsoshouldnotremoveorrepairpowerdistributionfacilitiesthemselves.第三十二条任何学生不得在寝室内、走廊、卫生间、洗漱间等处私自拆、牵电源线，不得私自安装灯头，不得擅自增设宿舍内的供电设施及供电线路，不得破坏宿舍楼内的供电线槽（盒）和供电第6页共13页电缆，不得拆修配电设施等。33. Counterfeitelectricalappliances,whichhaveno“ChinaCompulsoryC

34、ertification55mark,ortoooldtobeusedproperly,arenotallowedtouseinthedormitory.Studentsarenotallowedtotouchthepowerdistributionfacilityandtheilluminationlampsorapproachthepowersupplyjointtosomethinginflammablewithoutpermission.第三十三条禁止使用假冒伪劣电器、无国家强制性“CCC”安全认证标志或老化、故障的电器产品。任何学生不得擅自接触配电设施、照明灯具或将电源接口移近易燃物

35、（如蚊帐）使用。34. Thingssuchaselectricheater,electriccookingpot（pot）,electrothermalfurnace,pressurecooker,electricfryingpan9electriciron,microwaveoven,electromagneticoven,electricblanket,electriccup,juiceextractor,footwarmer,dryingmachine,andotheritemwhichshallputexcessloadtoelectricitymeterarenotallowedi

36、nthedormitory.第三十四条禁止使用热得快、电饭煲（锅）、电热炉、高压锅、电炒锅、电熨斗、微波炉、电磁炉、电热毯、电热杯、榨汁机、暖脚器、烘干机、电热水器及其他可能导致超负荷用电和安全系数较低的与宿舍功能不相适应和妨碍水电管理、环境卫生管理的电器具。35. ElectricitywhichisprovidedisinFixedQuantityAllocation,andifyouexceedtheamountthenyouhavetopay.35.1 Freeelectricityprovidedtoeverystudenteverymonthin10monthsis50degree

37、s.TheelectricityshallbeprovidedatthebeginningofthesessionbytheOffice.35.2 Studentsmustnotuseelectricityatonetimeexceedingthelimitof2500watt,otherwiseitwillcauseswitchtrip35.3 Ifthedormitoryexceedsthegivenquantityofelectricity,thestudentshavetopayandtaketheelectricity.Theworkingtimeforsellingelectric

38、ityisat12:30-13:30fromMondaytoFridayandonholidaysitisat16：30-17：30.第三十五条学生宿舍用电实行定额配送、超额收费制度。1 .学生宿舍每月定量供电标准按50度/人配送，每年按10个月计算供应用电额度。每学期开学前后国际教育学院办公室将每间寝室一学期的总定额用电量一次性配足。2 .同一寝室同一时间内，同时使用多种电器设备，最大用电功率不得超过2500瓦特，否则将引起开关跳闸及安全隐患。3 .每间寝室超标用电电费，由该寝室学生负担，按规定交费。超标用电后，寝室长应主动到国际教育学院办公室缴纳电费，时间为周一至周五12:30-13:30

ThepunishmentforviolatingtheregulationsofManagementofPowerUseisasfollows:36.1 StudentswhobreakRuleNo.30,31,35shallbegivenpublicreprimand.36.2 StudentswhobreakRuleNo.32,33,34,shallbegivendisciplinarywarningandtheirelectricappliancesshallbeconfiscated.Incaseswithdireconsequence,a

40、heavierpenaltyshallbegivenandrelatedlegalliabilityshallbeinvestigated.第7页共13页36.3 Legalresponsibilityshallbeinvestigatedwhenbodilyinjuryorpropertylossarecausedduetousingelectricappliancesimproperly.36.4 Studentswhorejectordosomethingtohinderthemanagementtoinspectdormitoryshallbegivenawarning.Student

41、swhoabuseorevenassaultthemanagementshallbegivenDemeritRecordorevenaheavierpenalty.36.5 StudentswhoviolatetheregulationsforPowerUseshallnotgetanyawardgivenbytheUniversityinthegivenacademicyear.DormitoriesthatviolatetheregulationsofManagementofPowerUsecannotbechosenas“ModelDormitoryinthegivenacademicy

42、ear.第三十六条学生违规使用电器的处罚L凡违反本规定第三十、三十一、三十五条者给予通报批评。36.6 反本规定第三十二、三十三、三十四条者，根据XX理工大学学生违纪处分暂行规定给予警告处分并没收违规电器及相关设备；造成后果者，视情节加重处分并追究其相关法律责任。36.7 生因使用电器等原因造成学院、学生人身伤害、财产损失等安全事故者，学院依法追究事故责任人的责任。36.8 、妨碍工作人员依照规定进行安全用电检查工作者，视其情节轻重给予警告（含警告）以上处分；寻衅滋事、侮辱、漫骂、威胁、恐吓或殴打工作人员者，视情节轻重给予留校察看以上处分并追究其相关法律责任。36.9 规用电者，一学年内不得参

43、与评定奖学金，优秀学干等各类各级评优评先活动，出现违章用电的寝室一学年内不得参与评定“文明寝室”。PartVIIDormitorySanitation第七章卫生管理37. Aslifeinthedormitoryiscloselyrelatedtotheachievementsofastudent,adormitoryandevenaclass,students9dormitorysanitationshallbegradedandtheresultshallbeincludedduringallkindsofexcellenceawardsappraisal.第三十七条学生宿舍卫生状况是反映

44、、衡量学生个人和班级、寝室等集体精神面貌的一项重要指标，其相关结果纳入各项评优评先工作体系。38. Students9personalhygieneandsanitationinthedormitoryroomsandinthecommunalplacesshallbetakenintoconsiderationwhengrading.第三十八条学生宿舍卫生包括学生个人卫生、学生寝室内务卫生和公共卫生三个部分。39. Students9personalhygieneisrequiredasfollows:39.1 Keepahealthylifestyleandexerciseregularl

45、y39.2 Keepyourselvesandeverythingaroundyoucleanandinorder.第三十九条学生个人卫生要求L保持正常合理的生活规律，积极锻炼身体。2.经常洗澡、理发，及时换洗衣服、床单、枕巾等物品。个人卫生用品、物品按规定摆放有序，整齐合理。40. Arrangementshouldbemadebyheadofthedormitoryandthendormitorymemberstaketurnstodothecleaningforthedormitory.第四十条学生寝室内务卫生由寝室长安排轮流值日，提倡互助互爱。41. Dormitoryroomsare

46、requiredasfollows:41.1 Doorandwindowshouldbecleanandbekeptingoodconditionwithoutpaperstucktoit；41.2 Thefloorshouldbecleanwithoutwater,spitandrubbishetc.;41.3 Thewallhasnodrawingandgraffitipollution;41.4 Thequiltandbedsheetshouldbefoldedorleveledoff;41.5 Thetableandthingsonitshouldbecleanandinorder;4

47、1.6 Theairshouldbefresh.第四十一条学生寝室内务卫生要求1 .门窗：门窗洁净，玻璃明亮，无破损，无糊纸及贴物。2 .地面：清洁无痰迹、积水、污迹、烟蒂、果壳、废物等。3 .墙壁：墙壁整洁无涂画。4 .床铺：被子叠放整齐，床单干净平整。5 .桌子、物品：干净整洁，物品摆放整齐。6 .空气：清新。42. Thestudentstaketurnstoinspectallthedormitoriesandgradetheirsanitationwiththemanagementregularly.Theresultsshallbepublishedwithinoneweek,an

48、dthenarchivedintheForeignStudentsAdministrationforexcellenceandawardsappraisalafterwards.第四十二条学生寝室内务卫生由管理人员负责检查、考核、公布、评比，每次检查结果当周内公布，由留学生部负责存档、备案。检查考核结果作为寝室和学生个人考核的一项重要依据。43. Thecommunalplacesinthedormitoryshouldbetakencareofbyallstudentsandshallbeinspectedbytheteacherinchargeofhisorherclassregularly.第四十三条宿舍公共卫生需要全体学生共同爱护、维持，其保洁、检查、考核由班主任负责管理。44. Thecommunalplacesinthedormitoryarerequiredasfollows:44.1 Theleftoversshouldbeintobinsforwastefood.Don,tdropusedwaterorleaverubbishonthegroundinpublicplace.Throwingarticlesorrubbishoutofthewindowandcookinginthedormitoryarealsonotallowed.
