6、epurposesofimplementingthedecisionsandplansoftheCPCCentralCommitteeandtheStateCouncilandacceleratingtheintegrateddevelopmentofdomesticandforeigntrade,thefollowingmeasuresareherebyputforward.I.Promotingthealignmentandintegrationofrulesandsystemsfordomesticandforeigntrade1. Promotingthealignmentofstan

7、dardsfordomesticandforeigntrade.Aworkingmechanismfortrackingandlocalizinginternationalstandardsshallbeestablishedandimprovedbybenchmarkingtheinternationaladvancedlevel.Anumberofadvancedandapplicableinternationalstandardsshallbelocalizedtocontinuouslyenhancethelocalizationofinternationalstandards.The

8、compilationofforeignlanguageversionsofstandardsinkeyareassuchasbulktradecommodities,foreigncontractedprojects,intelligentnetworkedcars,e-commerce,andpaymentandsettlementshallbestrengthenedtoincreasepublicityandpromotionandhelpenterprisesreducetheinstitutionalcostsofmarkettransformation.Thenationalst

9、andardsinformationplatform关于加快内外贸一体化发展的若干措施加快内外贸一体化发展是构建新发展格局、推动高质量发展的内在要求，对促进经济发展、扩大内需、稳定企业具有重要作用。为贯彻落实党中央、国务院决策部署，加快内外贸一体化发展，提出如下措施。一、促进内外贸规则制度衔接融合（一）促进内外贸标准衔接。对标国际先进水平，建立完善国际标准跟踪转化工作机制，转化一批先进适用国际标准，不断提高国际标准转化率。加强大宗贸易商品、对外承包工程、智能网联汽车、电子商务、支付结算等重点领域标准外文版编译，加大宣传推广力度，帮助企业降低市场转换的制度成本。完善“一带一路”共建国家标准信息平

10、台，进一步发挥出口商品技术指南作用，优化国内国际标准服务。推进国家级服务业标准化试点（商贸流通专项）工作，加强标准创新。(二)促进内外贸检验认证衔接。完善合格评定服 务贸易便利化信息平台功能。鼓励检验检测认证机构提供 “一站式”服务。推动与更多国家开展检验检疫电子证书 国际合作。深化共建“一带一路”、区域全面经济伙伴 关系协定(RCEP)等框架下检验检疫、认证认可国际合 作。推动内地和港澳地区检测认证规则对接和结果互信互 认，推进“湾区认证”。鼓励符合资质要求的检验检测机 构参与进出口商品检验采信，扩大第三方检验检测结果采 信范围。加强对出口转内销产品强制性产品认证绿色通道 的政策宣传。amo

11、ngtheBeltandRoadpartnercountriesshallbeimproved,andtheroleoftheTechnicalGuideforExportCommoditiesshallbefurtherleveragedtooptimizetheservicesrelatingtodomesticandinternationalstandards.Thepilotprogramofnationalservicestandardization(specialtradecirculation)shallbepromotedtostrengthenstandardinnovati

Promotingthealignmentofdomesticandforeigntradeinspectionandcertification.Thefunctionoftheinformationplatformforfacilitatingtradeinconformityassessmentservicesshallbeimproved.Inspectionandcertificationinstitutionsshallbeencouragedtoprovidevone-stopservices.Internationalcooperationwithmorecountr

13、iesininspectionandquarantineelectroniccertificatesshallbedeveloped.Internationalcooperationininspection,quarantine,certification,andaccreditationundertheframeworkofthe“BeltandRoad,initiativeandtheRegionalComprehensiveEconomicPartnershipAgreement(RCEP)shallbedeepened.Thealignmentoftestingandcertifica

14、tionrulesandmutualtrustandrecognitionoftheresultsbetweentheMainlandandHongKongandMacaoshallbepromotedtoadvancetheCertificationintheBayArea.Inspectionandtestinginstitutionsthatmeetthequalificationrequirementsshallbeencouragedtoparticipateintheacceptanceofinspectionresultsofimportedandexportedcommodit

15、ies,andtheacceptancescopeofthird-partyinspectionandtestingresultsshallbeexpanded.Thepolicypublicityofthegreenchannelforcompulsoryproductcertificationofpriuctsoriginallyproducedforexportandsolddomesticallyshallbestrengthened.channels3. Promotingthealignmentofsupervisionoverdomesticandforeigntrade.Eff

16、ortsshallbemadetoremoveallformsoflocalprotectionandmarketsegmentation,speedupthebuildingofaunifiednationalmarket,promotethesmoothflowofdomesticandforeigntraderesources,andpromotefaircompetitionbetweendomesticandforeign-fundedenterprises.Theimprovementoftheemergencymechanismforensuringthesupplyofmedi

17、cinesinshortsupplyshallbeexplored.Relevantsystemsfortheemergencyuseofmedicaldevicesshallbeestablishedsothatmedicinalproducts,medicaldevices,andothercommoditiescanquicklyenterthedomesticmarketincaseofanaturaldisaster,publichealthincident,oranyotheremergency.Theimportproceduresforfoodandpharmaceutical

18、substancesusedinfoodprocessingshallbesimplified.Thedomesticsaleofimportedexhibitswithmaturesupervisionmethodsandstrongdomesticdemandshallbesupported.4. Promotingtheidenticalproductionlineandstandardsfor,andidenticalquality,ofdomesticandforeigntradeproducts.Theidentificationmethodforproductswithident

19、icalproductionlines,standards,andquality(uthree-identica,)shallbeoptimized.Enterprisesshallbeencouragedtomakeaself-declarationoftheirproductsorauthorizeathird-partyorganizationtoCarryoutcertification.Allpartiesshallbeencouragedtoadoptthe“three-identical“certificationresultsandstrengthentheinformatio

20、npromotionofthree-identicalenterprisesandproducts.II.Promotingthematchofdomesticandforeigntrademarket（三）促进内外贸监管衔接。着力破除各种形式的地方保护和市场分割，加快建设全国统一大市场，促进内外贸资源要素顺畅流动，促进内外资企业公平竞争。探索完善短缺药品供应保障应急机制，建立医疗器械紧急使用有关制度，便利药品、医疗器械等商品在发生自然灾害、公共卫生事件等突发情况下快速进入国内市场。简化用于食品加工的食药物质进口程序。支持监管方式成熟、国内需求旺盛的进口展品在境内销售。（四）推进内外贸产品同线

21、同标同质。优化同线同标同质（以下称“三同”）产品认定方式，鼓励企业对其产品满足“三同”要求作出自我声明或委托第三方机构进行认证，鼓励各方采信“三同”认证结果，加强“三同”企业和产品信息推介。二、促进内外贸市场渠道对接5. Supportingforeigntradeenterprisesinexpandingthedomesticmarket.Aseriesofactivitiestoexpanddomesticsalesofexcellentforeigntradeproductsshallbeorganized,andmarketmatchingandpromotionshallbestr

22、engthened.Centralizedprocurementshallbeencouraged,andtheentryofhigh-qualityforeigntradeproductsintoe-commerceplatforms,shoppingmallsandsupermarkets,pedestrianzones(businessdistricts),discountstoresinfactories,andcommoditytradingmarketsshallbesupported.6. Supportingdomestictradeenterprisesindevelopin

23、gtheinternationalmarket.Publicityandtrainingonnewformsandmodelsofforeigntradeandrelatedpoliciesshallbestrengthened.Domestictradeenterprisesshallbesupportedindevelopinginternationalmarketsthrough,amongotherthings,cross-bordere-commerceandmarketprocurementtrade.Thehigh-qualityimplementationoftheRCEPan

24、dotherfreetradeagreementsshallbepromotedtoexpandtheinternationaldevelopmentspaceofenterprises.7. 1.everagingtheroleofplatformsincommunicationandmatching.TheroleofexhibitionsintheChinaInternationalImportExpo,theChinaImportandExportFair,andtheChinaInternationalFairforTradeinServicesshallbemaximized,an

25、danumberofdomesticandforeigntradeintegrationexhibitionsshallbecultivated,soastopromotethematchingofsupplyandpurchaseindomesticandinternationalmarkets.Thealignmentofdomesticandinternationalmarketsshallbepromotedbycultivatinganumberofdomesticandforeigntrade-integratedcommoditytradingmarkets,improving（

26、五）支持外贸企业拓展国内市场。组织开展外贸优品拓内销系列活动，加强市场对接和推广，鼓励开展集中采购，支持优质外贸产品进电商平台、进商场超市、进商圈步行街、进工厂折扣店、进商品交易市.场。（六）支持内贸企业拓展国际市场。加强外贸新业态新模式及相关政策宣传和业务培训，支持内贸企业采用跨境电商、市场采购贸易等方式开拓国际市场。推动高质量实施RCEP等自由贸易协定，拓展企业的国际发展空间。（七）发挥平台交流对接作用。发挥好中国国际进口博览会、中国进出口商品交易会、中国国际服务贸易交易会等展会作用，培育一批内外贸融合展会，促进国内国际市场供采对接。培育一批内外贸融合商品交易市场，完善国内国际营销网络，强

27、化生产服务、物流集散、品牌培育等功能，促进国内国际市场接轨。推动境外经贸合作区提质升级，鼓励内外贸企业以合作区为平台开展跨国经营。domesticandinternationalmarketingnetworks,andstrengtheningProdUCIionservices,logisticsdistribution,brandcultivation,andotherfunctions.Theupgradingofoverseaseconomicandtradecooperationzonesshallbepromoted,anddomesticandforeigntradeenter

28、prisesshallbeencouragedtocarryouttransnationaloperationsontheplatformofcooperationzones.三、优化内外贸一体化发展环境III.Optimizingtheenvironmentfortheintegrateddevelopmentofdomesticandforeigntrade(A)加强知识产权保护。加大对外贸企业商标权、专利权的保护力度，以服装鞋帽、家居家装、家用电 器等为重点，开展打击侵权假冒专项行动。落实电商平台 对网络经营者资格和商品的审查责任，完善投诉举报处理 制度，及时纠正制止网络侵权行为。8.

29、Strengtheningtheprotectionofintellectualproperty.Theprotectionoftrademarkrightsandpatentrightsofforeigntradeenterprisesshallbestrengthened,withafocusonclothing,shoesandhats,homefurnishing,andhouseholdappliances.Aspecialcampaignagainstcopyrightinfringementandcounterfeitingshallbelaunched.Theresponsib

30、ilityofe-commerceplatformstoexaminethequalificationsofnetworkoperatorsandcommoditiesshallbefulfilled.Thesystemforhandlingcomplaintsandreportsshallbeimproved,andnetworkinfringementshallbecorrectedandstoppedinatimelymanner.(九)完善内外贸信用体系。发挥全国信用信息共 享平台作用，推动企业信用信息共享应用，帮助企业获得 更多信贷支持。鼓励内外贸企业使用信用报告、保险、保 理等信用

31、工具，防范市场销售风险。推动电商平台、产业 集聚区等开展信用体系建设试点，营造有利于畅通国内国 际市场的信用环境。9. Improvingthecreditsystemfordomesticandforeigntrade.Theroleofthenationalcreditinformation-sharingplatformshallbeharnessedtopromotethesharingandapplicationofenterprisecreditinformation,thushelpingenterprisesobtainmorecreditsupport.Domesticand

32、foreigntradeenterprisesshallbeencouragedtousecreditreports,insurance,factoring,andothercredittoolstopreventmarketsalesrisks.E-commerceplatforms,industrialclusters,andothersshallbeencouragedtolaunchthepilotprogramofbuildingthecreditsystem,therebycreatingacreditenvironmentthathelpsremovebarriersbetwee

33、ndomesticandinternationalmarkets.（十）提升物流便利性。加强与境外港口跨境运输 合作，鼓励航运企业基于市场化原则拓展内外贸货物跨境 运输业务范围。加快发展沿海和内河港口铁水联运，拓展 主要港口国内国际航线和运输服务辐射范围。支持符合条 件的企业开展内外贸集装箱同船运输，推行集装箱外贸内 支线进出口双向运作模式。加快建设跨境物流基础设施， 支持在重点城市建设全球性和区域性国际邮政快递枢纽。10. Facilitatinglogistics.Cooperationincross-bordertransportationwithoverseasportsshallbe

34、strengthened,andshippingenterprisesshallbeencouragedtoexpandthescopeofcross-bordertransportofdomesticandforeigngoodsbasedonmarket-orientedprinciples.Thedevelopmentofrail-watermultimodaltransportincoastalandinlandportsshallbeaccelerated,andtheradiationrangeofdomesticandinternationalroutesandtransport

35、ationservicesinmajorportsshallbeexpanded.Eligibleenterprisesshallbesupportedintransportingdomesticandforeigntradecontainersonthesameshipandimplementingthetwo-way(importandexport)operationmodeofthecontainerfeeder-linetransportforforeigntrade.Theconstructionofcross-borderlogisticsinfrastructureshallbe

36、accelerated,andtheconstructionofglobalandregionalinternationalpostalexpresshubsinkeycitiesshallbesupported.（H-一）强化内外贸人才支撑。加强内外贸一体化相关专业建设，发布一批教学标准，打造一批核心课程、 优质教材和实践项目。支持开展内外贸实务及技能培训， 搭建线上线下融合、内外贸融合的人才交流对接平台。11. Strengtheningsupportfortalentsindomesticandforeigntrade.Theconstructionofmajorsrelatedtoth

37、eintegrationofdomesticandforeigntradeshallbestrengthened.Anumberofteachingstandardsshallbeissued,andanumberofcorecourses,high-qualityteachingmaterials,andpracticalprojectsshallbecreated.Thedevelopmentofdomesticandforeigntradepracticeandskillstrainingshallbesupported,andatalentexchangematchingplatfor

38、mintegratingonlineandofflineanddomesticandforeigntradeshallbebuilt.IV.Acceleratingtheintegrateddevelopmentofdomesticandforeigntradeinkeyareas12. Deepeningthepilotprogramofdomesticandforeigntradeintegration.Thepilotareasshallbegivengreaterautonomyinreformandinnovation,thealignmentofinternationalhigh-

39、standardeconomicandtraderulesshallbespedup,andthealignmentofdomesticandforeigntraderulesandsystemsshallbepromoted.Anumberofinnovativeexperiencesandmodelcasesshallbereplicatedandpromoted.Theexemplaryandleadingroleofopenplatformssuchaspilotfreetradezones,state-levelnewareas,state-leveleconomicandtechn

40、ologicaldevelopmentzones,andcomprehensivebondedzonesshallbeleveraged,andtheeffortstointensifyreformandinnovationrelatedtodomesticandforeigntradeintegrationshallbeencouraged.13. Cultivatingenterprisesintegratingdomesticandforeigntrade.Agroupofinternationallycompetitiveleadingenterprisesthatplaceequal

41、emphasisondomesticandforeigntradeshallbecultivated,andthecapabilitytointegrateandallocateglobalresourcesshallbeenhanced.Coreenterprisesinthesupplychainshallbesupportedindrivingupstreamanddownstreamenterprisestojointlyexploredomesticandinternationalmarkets.Abaseforthehigh-qualitydevelopmentofinternat

42、ionalagriculturaltradeshallbebuilttocultivateandexpandagriculturalenterprisesintegratingdomesticandforeigntrade.Taiwan-fundedenterprisesandthosefromHongKongandMacaoshallbesupportedinexpandingtheirpresenceintheMainlandmarket.Moreassistanceandbailouteffortsshallbeprovidedtoenterprisesaffectedby四、加快重点领

43、域内外贸融合发展（十二）深化内外贸一体化试点。赋予试点地区更大改革创新自主权，加快对接国际高标准经贸规则，促进内外贸规则制度衔接，复制推广一批创新经验和典型案例。更好发挥自由贸易试验区、国家级新区、国家级经济技术开发区、综合保税区等开放平台示范引领作用，鼓励加大内外贸一体化相关改革创新力度。（十三）培育内外贸一体化企业。培育一批具有国际竞争力、内外贸并重的领跑企业，增强全球资源整合配置能力，支持供应链核心企业带动上下游企业协同开拓国内国际市场。建设农业国际贸易高质量发展基地，培育壮大内外贸一体化农业企业。支持台资企业拓展大陆市场，支持港澳企业拓展内地市场。对受到国外不合理贸易限制措施影响的企业

45、Thebuildingofbusinessscienceandtechnologyinnovationcentersshallbepromoted,andthedeepintegrationoftheInternet,bigdata,andartificialintelligencewithdomesticandforeigntrade-relatedindustriesshallbeadvanced.Thecross-bordere-commerce+industrialbelf,developmentmodelshallbepromotedtodrivemoretraditionalind

46、ustriestogoglobal.Guidanceshallbeprovidedtothegradienttransferofindustriestocentral,western,andnortheasternChinatoimprovethedevelopmentlevelofdomesticandforeigntradeintegrationincentralandwesternChina,andthecharacteristicindustriesinborderareasshallbesupportedinbettercomplyingwithdomesticandinternat

47、ionalmarkets.15. Acceleratingthedevelopmentofdomesticandforeigntradebrands.The“OneThousandEnterprisesandOneHundredCitiesj,actiontopromotetrademarkandbrandvalueshallbeimplemented,andthebuildingofnationaldemonstrationzonesforqualityandbrandpromotionshallbepromoted.Supportshallbeprovidedtothedevelopmen

48、tofregionalbrands,green,organic,andgeographicalindications,andpublicbrandsforfamous,special,excellent,andnewagriculturalproducts.Domesticandforeigntradeenterprisesshallbesupportedincultivatingtheirself-ownedbands,andforeigntradeoutsourcingenterprisesshallbeencouragedto（十四）培育内外贸融合发展产业集群。在重点领域培育壮大一批内外

49、贸融合发展产业集群。推动商业科技创新中心建设，促进互联网、大数据、人工智能和内外贸相关产业深度融合。促进“跨境电商+产业带”模式发展，带动更多传统产业组团出海。引导产业向中西部、东北地区梯度转移，提升中西部等地区内外贸一体化发展水平，支持边境地区特色产业更好衔接国内国际两个市场。（十五）加快内外贸品牌建设。实施“千企百城”商标品牌价值提升行动，推进全国质量品牌提升示范区建设，支持发展区域品牌，发展绿色、有机、地理标志和名特优新农产品公共品牌。支持内外贸企业培育自主品牌，鼓励外贸代工企业与国内品牌商合作，支持流通企业、平台企业发展自有品牌，与制造企业开展品牌合作。鼓励发展反向定制（C2M）。培育一批中国特色品牌厂商折扣店。建设新消费品牌孵化基地，增强内外贸领域品牌孵化创新活力。加大中国品牌海外宣传力度，鼓励老字号走向国际市场。培育知识产权优势示范企业，支持企业发挥专利、商标等多种类型知识产权组合
