4、mentservices,alllocalauthoritiesandgovernmentagencieshavecontinuouslyoptimizedgovernmentservicesbyactivelypromotingtheapplicationofelectroniclicensesandcertificatesthroughtheNationalIntegratedGovernmentServicePlatform.Also,theyhaveachievedpreliminaryresultsinsupportingthereductionoflinks,materials,t

5、imelimits,andcostsinthehandlingofgovernmentservices,making国务院办公厅关于加快推进电子证照扩大应用领域和全国互通互认的意见(国办发(2022)3号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：近年来，随着“互联网+政务服务”深入推进，各地区各部门依托全国一体化政务服务平台，积极推进电子证照应用，持续优化政务服务，在支撑政务服务事项办理减环节、减材料、减时限、减费用等方面取得了初步成效，政务服务便捷度、企业和群众获得感明显提升。但从全国层面看，电子证照还存在标准规范不健全、互通互认机制不完善、共享服务体系不完备、应用场景不丰富

7、,andinsufficientapplicationscenarios.Forthepurposesofacceleratingtheexpansionoftheapplicationsofelectroniclicensesandcertificatesandtheirmutualrecognitionnationwide,ensuringthatmoregovernmentservicesareaccessibleonlineandviacellphoneappsandrequireonlyoneapplicationprocess,andfurtherhelpingdeepenther

8、eformofsimplificationofadministrativeprocedures,decentralizationofpowers,combinationofdecentralizationwithappropriatecontrol,andoptimizationofservicesandoptimizingthebusinessenvironment,withtheapprovaloftheStaleCouncil,thefollowingopinionsareherebyoffered.I.Generalrequirements1. Guidingideology.Unde

9、rtheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,thespiritofthe19thCPCNationalCongressandalltheplenarysessionsofthe19thCPCCentralCommitteeshallbethoroughlyimplemented.InaccordanceWilhthedecisionsandplansoftheCPCCentralCommitteeandtheStateCouncil,apeople-centereddevelopmen

10、tphilosophyshallbeadheredtosoastoinnovateonadministrativemanagementandservices.Governmentservicesshallbeimproved,andthebusinessenvironmentshallbeoptimized.Thefocusshallbeonrecurrentmattersforenterprisesandthepublic.Theexpansion题。为加快推进电子证照扩大应用领域和全国互通互认，实现更多政务服务事项网上办、掌上办、一次办，进一步助力深化“放管服”改革和优化营商环境，经国务院

11、同意，现提出以下意见。一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届历次全会精神，按照党中央、国务院决策部署，坚持以人民为中心的发展思想，创新行政管理和服务方式，提升政务服务水平，优化营商环境，聚焦企业和群众经常办理的服务事项，充分依托全国一体化政务服务平台，推动电子证照在更多领域应用并实现全国互通互认，让数据多跑路，让群众少跑腿，更好发挥电子证照应用在深化“放管服”改革、推进数字政府建设、建设人民满意的服务型政府中的支撑保障作用，不断提升企业和群众的获得感和满意度。（二）基本原则。oftheapplicationsofelectronic

13、implificationofadministrativeprocedures,decentralizationofpowers,combinationofdecentralizationwithappropriatecontrol,andoptimizationofservices,promotingthebuildingofadigitalgovernmentandaservice-orientedgovernmentthatthepublicaresatisfiedwithshallbemaximizedtocontinuouslyenhancethesenseofgainandsati

14、sfactionofenterprisesandthepublic.2. 19、tsshallbemadetosolvethechallengesanddifficultiesintheapplicationofelectroniclicensesandcertificatesaccordingtothehigh-frequencyapplicationscenariosintheproductionandoperationofenterprisesandtheproductionandlifeofthepublictomeetthegeneralneedsofenterprisesandthepublic.Theapplicationandservicefieldsof

20、electroniclicensesandcertificatesshallbeactivelyexpandedtopromotetheirmutualrecognitionnationwide.Guidancebyinnovationshallbeadheredto.Workconcepts,systems,andmechanismsshallbeinnovatedon,andthetechnological,management,andmodeinnovationsintheapplicationofelectroniclicensesandcertificatesshallbefurth

21、erpromoted.Pilotprogramsshallbeencouraged,andnewtechnologiesshallbeactivelyusedtoexplorenewmechanisms,channels,andwaysfortheapplicationofelectroniclicensesandcertificates.一Safetyandcontrollabilityshallbeadheredto.Bothdevelopmentandsecurityshallbeensured.Thewhole-processstandardizedmanagementoftheapp

22、licationofelectroniclicensesandcertificatesshallbestrengthened,andtradesecretsandpersonalinformationsecurityshallbestrictlyprotected,soastoearnestlybuildafrontlineofsecurityfortheapplicationofelectroniclicensesandcertificates.3. Workobjectives.Beforetheendof2022,aservicesystemforthesharingofelectron

23、iclicensesandcertificateswillbepreliminarilyputinplaceontheNationalIntegratedGovernmentSen,icePlatform;amechanismforissuingelectroniclicensesandcertificateswillbeestablishedandimproved;licensesandcertificatescommonlyusedbyenterprisesandthepublicwillbebasicallydigitizedandsimultaneouslyissuedandappli

24、edalongwithphysicalones,andtheywilladoptunifiedstandardsandbemutuallyrecognizednationwide.Electroniclicensesandcertificateswillbewidelyusedingovernmentservices,andpositiveprogresswillbemadeinsocializedapplications.RemarkableresultswillbeachievedinuCuttingCertificationtoCreateConvcnience,.In2025,thes

25、ystemandrulesfortheapplicationofelectroniclicensesandcertificateswillbesounder,andelectroniclicensesandcertificateswillhavewideapplication;notableprogresswillbemadeinsupportingthestandardizationandfacilitationofgovernmentservices,thusmakingiteasierforenterprisesandthepublictoaccessgovernmentservices

26、.II.Expandingtheapplicationsofelectroniclicensesandcertificates4. Thefocusshallbeondeepeningconvenienceservicesandexpandingtheapplicationsofpersonalelectroniclicensesandcertificates.Theelectronicapplicationofmedicalcertificatesofbirth,residencebooklets,IDcards,socialsecuritycards,()工作目标。2022年底前，全国一体

27、化政务服务平台电子证照共享服务体系基本建立，电子证照制发机制建立健全，企业和群众常用证照基本实现电子化，与实体证照同步制发和应用，在全国范围内标准统一、互通互认；电子证照在政务服务领域广泛应用，社会化应用取得积极进展，“减证便民”取得明显成效。到2025年，电子证照应用制度规则更加健全，应用领域更加广泛，支撑政务服务标准化、规范化、便利化取得显著成效，进一步方便企业和群众办事。二、扩大电子证照应用领域(四)聚焦深化便民服务，扩大个人电子证照应用领域。加快推进出生医学证明、户口簿、身份证、社会保障卡、学历学位证、职业资格证、驾驶证和新申领的结diplomaanddegreecertificate

29、nandlifesuchasmarriageregistration,birthregistration,transferofhousingprovidentfundstodifferentlocations,employmentandentrepreneurship,householdregistrationtransfer,socialsecuritycardapplication,transferorcontinuationofthebasicpensioninsurance,reiHibursemenlofmedicalexpensesincurredatdifferentplaces

30、,andrealestateregistration.Accordingtotheneedsofthegeneralpublic,otherapplicationscenariosshallbecontinuouslydiversifiedtopromotethewidespreaduseofrelevantelectroniclicensesandcertificates.Ifagovernmentagencycaninquireaboutandverifyrelatedinformationthroughelectroniclicenseandcertificatesharing,anin

31、dividualshallnolongerberequiredtoprovidethephysicallicensesandcertificatesorthepapercopiesthereof,sothattherelevantinformationrequiredtoaccessgovernmentservicesmaybefreefrombeingfilledin.(TheMinistryofEducation,theMinistryofPublicSecurity,theMinistryofCivilAffairs,theMiniStryofHumanResourcesandSocia

32、lSecurity,theMinistryofHousingandUrban-RuralDevelopment,theMinistryofNaturalResources,theNationalHealthCommission,theNationalHealthcareSecurityAdministration,andotherrelevantdepartmentsandalllocalauthoritiesshallberesponsibleaccordingtothedivisionofresponsibilities)5. Assistance shall be provided in

33、 improving the business（五）助力优化营商环境，拓展企业电子证照应用（离）婚证、不动产权证书、不动产登记证明等个人常用证照电子化应用，覆盖与群众生产生活密切相关的婚姻登记、生育登记、住房公积金异地转移接续、就业创业、户籍迁移、社会保障卡申领、养老保险关系转移接续、异地就医报销、不动产登记等应用场景，并根据群众需求不断丰富其他应用场景，推动相关电子证照普遍使用。政府部门能够通过电子证照共享方式对关联信息进行查询、核验的，不再要求个人提供实体证照或纸质复印件，推动办事所需相关信息免填写。（教育部、公安部、民政部、人力资源社会保障部、住房城乡建设部、自然资源部、国家卫生健康委、

35、gistration,operation,investment,andengineeringconstructionshallbepromoted,andelectroniclicensesandcertificatesshallbefurtherexpandedtothefieldsliketaxpayment,socialsecurity,medicalsecurity,housingprovidentfund,transportation,publicresourcetransactions,financialservices,administrativelawenforcement,a

36、ndmarketsupervision.Theenterprisesinformationshallbecorrelatedthroughtheirbusinesslicenses.Theinformationrequiredforthehandlingofenterprise-relatedgovernmentservicesshallbefreeofbeingfilledinandpapermaterialsfreeofsubmissiontoensurethattherelevantinformationofenterprisesissubmittedonceatthemost.Ifag

37、overnmentagencycaninquireaboutandverifytheinformationrequiredforaccessinggovernmentservicesbyanenterprise,theenterpriseshallnolongerberequiredtoprovidethephysicallicensesandcertificatesorpapermaterials,thuseffectivelyreducingtheircostsandprovidingmoreconveniencetothem.(TheNationalDevelopmentandRefor

38、mCommission,theMinistryofHumanResourcesandSocialSecurity,theMinistryofHousingandUrban-RuralDevelopment,theMinistryofTransport,theMinistryofCommerce,theStateTaxationAdministration,StateAdministrationforMarketRegulation,theNationalHealthcareSecurityAdministration,theChinaBankingandInsuranceRegulatorj,

39、Commissionandotherrelevantdepartmentsandalllocalauthoritiesshallberesponsibleaccordingtothedivisionofresponsibilities)领域。推动营业执照、生产经营许可证、检测认证等电子证照在企业登记、经营、投资和工程建设等高频政务服务事项中的应用，并进一步拓展到纳税缴费、社会保障、医疗保障、住房公积金、交通运输、公共资源交易、金融服务、行政执法、市场监管等领域。通过电子营业执照关联企业相关信息，支撑涉企政务服务事项办理所需信息免填写、纸质材料免提交，推动实现企业相关信息“最多报一次”。政府部门

40、能够通过电子证照共享方式查询、核验企业办事所需信息的，不再要求企业提供实体证照或纸质材料，切实为企业降成本、增便利。（国家发展改革委、人力资源社会保障部、住房城乡建设部、交通运输部、商务部、税务总局、市场监管总局、国家医保局、银保监会等相关部门及各地区按职责分工负责）6. 41、oniclicensesandcertificatesingovernmentservices,therelevantdepartmentsshall,basedonthesen,icesystemforthesharingofelectroniclicensesandcertificatesoftheNationalIntegratedGovernmentServicePlatform,activelypromotethesocializedapplicationofelectroniclicensesandcertificatesamongenterprises,socialorganiz

42、ations,individuals,andotherlicenseholdersinthescenariosandfieldsofcontractsigning,personnelrecruitment,transportation,andcultureandtourism.Theissuingdepartmentofelectroniclicensesandcertificatesshallregularlypublishthetechnologyonelectroniclicensesandcertificatesoftheindustryandfieldandtheirusespeci

43、ficationsthroughthegovernmentserviceplatform,thegovernmentservicehall,andotherchannels,andprovidenecessaryserviceguarantee.Andthedepartmentresponsiblefortheuseofelectroniclicensesandcertificatesshall,inatimelymanner,releasethelistofsocializedapplicationscenariosofelectroniclicensesandcertificatesand

46、、社会组织、个人等持证主体之间的社会化应用。电子证照制发部门应通过政务服务平台、政务服务大厅等渠道定期向社会发布本行业、本领域电子证照技术和使用规范并提供必要的服务保障，电子证照使用部门应及时发布电子证照社会化应用场景清单和应用指南，不断提升电子证照社会认可度，推动电子证照在全社会广泛应用。（民政部、人力资源社会保障部、住房城乡建设部、交通运输部、文化和旅游部、国家卫生健康委、市场监管总局、银保监会等相关部门及各地区按职责分工负责）relevantdepartmentsandalllocalauthoritiesshallberesponsibleaccordingtothedivisiono

48、clicensesandcertificates.IDcards,andbusinesslicenses,amongotherthings,shallbetakenasthesourcepointsofidentitytrusttocomprehensivelycorrelatetherelevantinformationofvariouscommonlyusedelectroniclicensesandcertificatesofenterprisesandthepublic,therebypromotingtheintegrationandconvenientapplicationofel

49、ectroniccertificatesandlicenses.Alllocalauthoritiesshallbesupportedinexploringthecreationofall-purposecardsforresidentsserviceswithelectronicsocialsecuritycardsandothercommonlyusedelectroniclicensesandcertificatesasthechannelsothatresidentsinthedifferentcitiesmayenjoyequaltreatmentintransportation,tourism,andculturalexperiences.Whileprotectingpersonalprivacyandensuringdatasecurity,localauthoritiesshallstudyandexplorethemodeforenterprisesandsocialorganization
