    NoticebytheGeneralOfficeoftheStateCouncilofForwardingtheImplementationPlanoftheNationalDevelopmentandReformCommissionandtheNationalEnergyAdministrationforPromotingtheHigh-QualityDevelopmentofNewEnergyintheNewEraDocumcniNumber:LeiterNo.392022oftheGeneralOfficeoftheStateCouncilAreaofLawGeneralProvisionsonEnergyOptimizationofDoingBusinessIxvelofAuthority:RegulatorjrDocumentsoftheStateCouncilIssuingAuthority:GeneralOfficeoftheStateCouncilDateIssued:05-14-2022EffectiveDate:05-14-2022Status:EffectiveNoticebytheGeneralOfficeoftheStateCouncilofForwardingtheImplementationPlanoftheNationalDevelopmentandReformCommissionandtheNationalEnergyAdministrationforPromotingtheHigh-QualityDevelopmentofNewEnergyintheNewEra(LetterNo.392022oftheGeneralOfficeoftheStateCouncil)Thepeople'sgovernmentsofallprovinces,autonomousregions,andmunicipalitiesdirectlyundertheCentralGovernment;andallministriesandcommissionsoftheStateCouncil,andtheinstitutionsdirectlyundertheStateCouncil:TheImplementationPlanoftheNationalDevelopmentandReformCommissionandtheNationalEnergyAdministrationforPromotingtheHigh-QualityDevelopmentofNewEnergyintheNewEra,asapprovedbytheStateCouncil,areherebyforwardedtoyouforyourconscientiousimplementation.国务院办公厅转发国家发展改革委、国家能源局关于促进新时代新能源高质量发展实施方案的通知(国办函(2022)39号)各省、自治区、直辖市人民政府,国务院各部委、各直属机构:国家发展改革委、国家能源局关于促进新时代新能源高质量发展的实施方案已经国务院同意,现转发给你们,请认真贯彻落实。国务院办公厅GeneralOfficeoftheStateCouncilMay14,2022ImplementationPlanforPromotingtheHigh-QualityDevelopmentofNewEnergyintheNewEra(NationalDevelopmentandReformCommissionandNationalEnergyAdministration)Inrecentyears,ChinahaswitnessedremarkableachievementsinthedevelopmentofChina'snewenergyrepresentedbywindpowerandphotovoltaicpowergeneration,theconsistentlyhighestinstalledcapacityintheworld,thesteadilyincreasingproportionofnewenergypowergenerationandtherapidlydroppingcostsofpowergeneration,andhasbasicallyenteredanewstageofdevelopmentfeaturingsubsidy-freegridparity.Atthesametime,therearestillconstraintsinthedevelopmentandutilizationofnewenergy,suchastheelectricpowersystem'sinsufficientadaptabilitytoconnectiontopowergridsandabsorptionoflarge-scaleandhighproportionofpowergeneratedfromnewenergy,andobviousconstraintsoflandresources.Forthepurposesofenablingthegrossinstalledcapacityofpowergeneratedfromwindenergyandsolarenergytoreach1.2billionkWoraboveby2030andacceleratingthebuildingofaclean,low-carbon,safeandefficientenergysystem,theguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEramustbeadheredto,thenewdevelopmentphilosophyshallbeimplementedinacomplete,accurateandcomprehensivemanner,developmentandsecurityshallbecoordinated,and2022年5月14日关于促进新时代新能源高质量发展的实施方案(国家发展改革委、国家能源局)近年来,我国以风电、光伏发电为代表的新能源发展成效显著,装机规模稳居全球首位,发电量占比稳步提升,成本快速下降,已基本进入平价无补贴发展的新阶段。同时,新能源开发利用仍存在电力系统对大规模高比例新能源接网和消纳的适应性不足、土地资源约束明显等制约因素。要实现到2030年风电、太阳能发电总装机容量达到12亿千瓦以上的目标,加快构建清洁低碳、安全高效的能源体系,必须坚持以习近平新时代中国特色社会主义思想为指导,完整、准确、全面贯彻新发展理念,统筹发展和安全,坚持先立后破、通盘谋划,更好发挥新能源在能源保供增供方面的作用,助力扎实做好碳达峰、碳中和工作。按照党中央、国务院决策部署,现就促进新时代新能源高质量发展制定如F实施方案。theprinciplesofestablishingthenewbeforeabolishingtheoldandoverallplanningshallbeadheredtosoastomaximizetherolesofnewenergyinensuringandincreasingenergysupplyandassistintakingsolidstepstoachievecarbondioxidepeakingandcarbonneutrality.InaccordancewiththedecisionsandarrangementsmadebytheCPCCentralCommitteeandtheStateCouncil,thefollowingimplementationplanforpromotingthehigh-qualitydevelopmentofnewenergyintheneweraisherebydeveloped.1.Innovatingonnewenergydevelopmentandutilizationmodels(一)加快推进以沙漠、戈壁、荒漠地区为重点的 大型风电光伏基地建设。加大力度规划建设以大型风光电 基地为基础、以其周边清洁高效先进节能的煤电为支撑、 以稳定安全可靠的特高压输变电线路为载体的新能源供给 消纳体系,在土地预审、规划选址、环境保护等方面加强 协调指导,提高审批效率。按照推动煤炭和新能源优化组 合的要求,鼓励煤电企业与新能源企业开展实质性联营。1. Acceleratingtheconstructionoflarge-scalewindpowerandphotovoltaicbasesmainlyinsandyareas,Gobiareasanddeserts.Moreeffortsshallbedevotedtotheplanningandconstructionofanewenergysupplyandabsorptionsystembasedonlarge-scalewindandphotovoltaicpowerbases,supportedbynearbycoal-firedpowerthatisclean,efficient,advancedandenergy-saving,andchanneledthroughultra-highvoltagepowertransmissionandtransformationlinesIhatarestable,safeandsecure,andcoordinationandguidanceshallbestrengthenedinlandpre-examination,planningandsiteselection,environmentalprotection,etc.soastoimproveIheapprovalefficiency.Accordingtotherequirementsforpromotingtheoptimalcombinationofcoalandnewenergy,coal-firedpowerenterprisesandnewenergyenterprisesshallbeencouragedtoengageinsubstantivejointoperations.2. Promotingtheintegrateddevelopmentofnewenergydevelopmentandutilizationandruralrevitalization.LocalgovernmentsshallbeencouragedtogivestrongersupporttofarmersinbuildingphotovoltaicpanelsfortheirownuseontheroofsoftheirownbuildingstoactivelypromotethedevelopmentofdecentralizedwindpowerinruralareasThedevelopmentofruralenergyrevolutionandruralcollectiveeconomyshallbecoordinated,newmarketparticipants,suchasruralenergycooperatives,shallbefostered,andvillagecollectivesshallbeencouragedtolegallyusethestockcollectivelandtoparticipateinthedevelopmentofnewenergyprojectsthroughmechanismsforevaluationandconversionintosharesandsharingofbenefits,amongothers.Financialinstitutionsshallbeencouragedtoprovideinnovativeproductsandsen,icesforfarmers,investmentsinnewenergyprojects.3. Promotingtheapplicationofnewenergyinindustryandconstructionfields.Inindustrialenterprisesandindustrialparkswhereconditionspermit,thedevelopmentofdistributedphotovoltaicanddistributedwindpoweraswellasothernewenergyprojectsshallbeaccelerated,theconstructionofgreenindustrialmicrogridsandpowersources,grids,loadandstorageintegrationprojectsshallbesupported,integrateddevelopmentandefficientutilizationofenergymixshallbeboosted,thepilotprogramofdirectsupplyofpowergeneratedfromnewenergyshallbeconducted,andtheproportionofpowergeneratedfromnewenergyinterminalenergyconsumptionshallbeincreased.Thein-depthintegrateddevelopmentofsolarenergyandbuildingsshallbepromoted.Theintegratedapplicationtechnologysystemsofphotovoltaicbuildingsshallbeimproved,andmanufacturingconsumer(二)促进新能源开发利用与乡村振兴融合发展。鼓励地方政府加大力度支持农民利用自有建筑屋顶建设户用光伏,积极推进乡村分散式风电开发。统筹农村能源革命与农村集体经济发展,培育农村能源合作社等新型市场主体,鼓励村集体依法利用存量集体土地通过作价入股、收益共享等机制,参与新能源项目开发。鼓励金融机构为农民投资新能源项目提供创新产品和服务。(三)推动新能源在工业和建筑领域应用。在具备条件的工业企业、工业园区,加快发展分布式光伏、分散式风电等新能源项目,支持工业绿色微电网和源网荷储一体化项目建设,推进多能互补高效利用,开展新能源电力直供电试点,提高终端用能的新能源电力比重。推动太阳能与建筑深度融合发展。完善光伏建筑一体化应用技术体系,壮大光伏电力生产型消费者群体。到2025年,公共机构新建建筑屋顶光伏覆盖率力争达到50%;鼓励公共机构既有建筑等安装光伏或太阳能热利用设施。(四)引导全社会消费新能源等绿色电力。开展绿 色电力交易试点,推动绿色电力在交易组织、电网调度、 价格形成机制等方面体现优先地位,为市场主体提供功能 健全、友好易用的绿色电力交易服务。建立完善新能源绿 色消费认证、标识体系和公示制度。完善绿色电力证书制 度,推广绿色电力证书交易,加强与碳排放权交易市场的 有效衔接。加大认证采信力度,引导企业利用新能源等绿 色电力制造产品和提供服务。鼓励各类用户购买新能源等 绿色电力制造的产品。二、加快构建适应新能源占比逐渐提高的新型电力系统groupofphotovoltaicpowershallbeexpanded.By2025,thephotovoltaiccoveragerateoftheroofsofnewlyconstructedbuildingsofpublicinstitutionsshallstrivetoreach50%,andinstallationofphotovoltaicorsolarheatutilizationfacilitiesattheexistingbuildingsofpublicinstitutions,amongothers,shallbeencouraged.4. Guidingthewholesocietyinconsuminggreenelectricpower,suchasnewenergy.Thepilotprogramoftradinggreenelectricpowershallbeconducted,givingprioritytogreenelectricpowerintermsoftradingorganization,powergriddispatchingandpriceformationmechanisms,amongothers,shallbeboosted,andmarketparticipantsshallbeprovidedwithfriendlyandeasy-to-usegreenelectricpowertradingserviceswhichhavealltherequiredfunctions.ThecertificationandidenticationsystemandpublicityrulesIbrgreenconsumptionofnewenergyshallbeestablishedandimproved.Thegreenelectricitycertificatesystemshallbeimproved,thetradingofgreenelectricpowercertificatesshallbepromoted,andtheeffectiveconnectionwiththecarbonemissionrightstradingmarketshallbestrengthened.Certificationadmissionshallbeintensified,andenterisesshallbedirectedtousenewenergyandothergreenelectricpowertomanufactureproductsandprovideservices.Alltypesofusersshallbeencouragedtopurchaseproductsmanufacturedwithnewenergyandothergreenelectricpower.II.Acceleratingthebuildingofnewtypesofpowersystemsthatcanadapttotheincreasingproportionofnewenergysources5. Comprehensivelyimprovingtheregulationcapacityandflexibilityofelectricpowersystems.Therolesofpowergridenterisesasplatformsandhubsinbuildingnewtypesofpowersystemsshallbemaximized,andpowergridenterprisesshallbesupportedandguidedinactivelyaccessingandabsorbingnewenergysources.Thepowercompensationmechanismsforpeakloadandfrequencyregulationshallbeimproved,theconstructionofprojectsofflexibletransformationofcoal-firedpowergeneratingsets,expansionofhydropowerplants,pumpedstorage,andsolarthermalpowergenerationshallbestrengthened,andtherapiddevelopmentofnewtypesofenergystorageshallbeboosted.Theenergystoragecostrecoverymechanismshallberesearched.WesternChinaandotherareaswithgoodsunlightconditionsshallbeencouragedtousesolarthermalpoweraspeak-shavingpower.Thedemandresponsepotentialshallbefurthertapped,andthecapacityoftheloadsidetoregulatenewenergysourcesshallbeimproved.6. Concentratingeffortsonimprovingthecapacityofpowerdistributiongridsinacceptingdistributednewenergy.Distributedsmartpowergridsshallbedeveloped;powergridenterprisesshallbepushedtostrengthentheresearchofactivepowerdistributiongridsinrespectoftheirplanning,design,andoperationmethods;investmentsinconstructionandtransformationshallbeincreased;theintelligencelevelofpowerdistributiongridsshallbeimproved;andeffortsshallbeconcentratedonimprovingpowerdistributiongrids'distributednewenergyaccesscapabilities.Therequirementsfortheproportionofdistributednewenergyaccessedtopowerdistributiongridsshallbedeterminedinareasonablemanner.(五)全面提升电力系统调节能力和灵活性。充分发挥电网企业在构建新型电力系统中的平台和枢纽作用,支持和指导电网企业积极接入和消纳新能源。完善调峰调频电源补偿机制,加大煤电机组灵活性改造、水电扩机、抽水蓄能和太阳能热发电项目建设力度,推动新型储能快速发展。研究储能成本回收机制。鼓励西部等光照条件好的地区使用太阳能热发电作为调峰电源。深入挖掘需求响应潜力,提高负荷侧对新能源的调节能力。(六)着力提高配电网接纳分布式新能源的能力。发展分布式智能电网,推动电网企业加强有源配电网(主动配电网)规划、设计、运行方法研究,加大投资建设改造力度,提高配电网智能化水平,着力提升配电网接入分布式新能源的能力。合理确定配电网接入分布式新能源的比例要求。探索开展适应分布式新能源接入的直流配电网工程示范。WaysshallbeexploredtoconductthedemonstrationofprojectsofDCdistributiongridsthatadapttodistributednewenergyaccess.7. Makingpndenteffortstopromotenewenergy'sparticipationinelectricpowermarkettrading.Newenergyprojectsshallbesupportedinconductingdirecttransactionswithusers,thesigningoflong-termelectricitypurchaseandsaleagreementsshallbeencouraged,andpowergridenterprisesshalltakeeffectivemeasurestoensuretheimplementationoftheagreements.Fornewenergyprojectsforwhichthestatehasdevelopedclearpricepolicies,powergridenterprisesshallstrictlyimplementtheguaranteedbuyoutpolicyinaccordancewithrelevantregulations,andtheelectricityquantityinexcessofareasonablenumberofhoursinthewholelifecyclecanparticipateintheelectricpowermarkettrading.Inpilotareasoftheelectricpowerspotmarket,newenergyprojectsshallbeencouragedtoparticipateinelectricpowermarkettradingintheformofcontractsfordifference.8. Improvingtheweightingsystemforresponsibilitiesofconsumptionandabsorptionofelectricitygeneratedfromrenewableenergysources.Theweightsofmedium-andlongtermresponsibilitiesofconsumptionandabsorptionofelectricitygeneratedfromrenewableenergysourcesofallprovinces(autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment)shallbesetinascientificandreasonablemanner,andeffectiveconnectionbetweentheweightingsystemforresponsibilitiesofconsumptionandabsorptionofelectricitygeneratedfromrenewableenergy(七)稳妥推进新能源参与电力市场交易。支持新能源项目与用户开展直接交易,鼓励签订长期购售电协议,电网企业应采取有效措施确保协议执行。对国家已有明确价格政策的新能源项目,电网企业应按照有关法规严格落实全额保障性收购政策,全生命周期合理小时数外电量可以参与电力市场交易。在电力现货市场试点地区,鼓励新能源项目以差价合约形式参与电力市场交易。(八)完善可再生能源电力消纳责任权重制度。科学合理设定各省(自治区、直辖市)中长期可再生能源电力消纳责任权重,做好可再生能源电力消纳责任权重制度与新增可再生能源不纳入能源消费总量控制的衔接。建立完善可再生能源电力消纳责任考评指标体系和奖惩机制。sourcesandthenon-inclusionofnewrenewableenergyintotalenergyconsumptioncontrolshallbeensured.Theevaluationindicatorsystemandrewardandpunishmentmechanismforresponsibilitiesofconsumptionandabsorptionofelectricitygeneratedfromrenewableenergysourcesshallbeestablishedandimproved.三、深化新能源领域“放管服”改革III.Deepeningthereformofsimplificationofadministrativeprocedures,decentralizationofpowers,combinationofdecentralizationwithappropriatecontrol,andoptimizationofSerViCeS''inthefieldofnewenergy(九)持续提高项目审批效率。完善新能源项目投 资核准(备案)制度,加强事前事中事后全链条全领域监 管。依托全国投资项目在线审批监管平台,建立新能源项 目集中审批绿色通道,制定项目准入负面清单和企业承诺 事项清单,推进实施企业投资项目承诺制,不得以任何名 义增加新能源企业的不合理投资成本。推动风电项目由核 准制调整为备案制。以新能源为主体的多能互补、源网荷 储、微电网等综合能源项目,可作为整体统一办理核准(备案)手续。9. Continuouslyimprovingtheefficiencyofprojectapproval.Theconfirmation(recordation)systemforinvestmentsinnewenergyprojectsshallbeimproved,andtheinterimandex-postregulationofallareasoftheentirechainshallbestrengthened.Byrelyingonthenationalonlineapprovalandregulationplatfonforinvestmentprojects,greenchannelsforcentralizedapprovalofnewenergyprojectsshallbeestablished,andprojectaccessnegativelistsandthelistsofenterprises'commitmentsshallbedeveloped,theimplementationoftheenterprise-investedprojectcommitmentsystemshallbepromoted,anditshallnotbeallowedtoincreaseunreasonableinvestmentcostsfornewenergyenterprisesinanyname.Thechangeoftheconfirmationsystemforwindpowerprojectstotherecordationsystemshallbeboosted.Comprehensiveenergyprojectswithnewenergyasthemainstay,suchasprojectsofcomplementationofdiverseenergysources,powersources,grid,loadandstorageintegration,andnicrogrids,mayundergounifiedconfirmation(recordation)formalitiesasawhole.1().Optimizingthegridconnectionprocessfornewenergyprojects.Localenergydepartmentsandpowergridenterprisesshalloptimizepowergridplanningconstructionschemesandinvestmentplansandarrangementsinatimelymannerinlightofthedevelopmentneedsofnewenergyprojects.Powergridenterprisesshallbeboostedtoestablishone-stopserviceplatformsforgridconnectionofnewenergyprojectsandprovideinformationonavailableaccesspoints,accessiblecapacity,andtechnicalspecificationsfornewenergyprojectssoastorealizethewhole-processonlinehandlingofgridconnectionofnewenergyprojectsandsignificantlyreducethetimeforgridconnection.Inprinciple,powergridenterprisesshallinvestintheconstructionofgridconnectionandoutboundtransmissionprojects.Powergridenterprisesshallimprovetheinternalapprovalprocess,reasonablyarrangethetimesequenceofconstruction,andensurethattheprogressofoutboundtransmissionprojectsislinewiththatofpowersupplyconstruction.Powergridenterprisesmayrepurchasenewenergygridconnectionandoutboundtransmissionprojectsconstructedbyotherpowergenerationenterprisesinaccordancewithlawsandregulationsaftermutualagreementregardingrepurchaseisobtained.11. Improvingtherelevantpublicservicesystemsfornewenergy.Nationalnewenergyresourcesexplorationandevaluationshallbeconducted,databaseonexploitableresourcesshallbeestablished,andresultsandmapsofdetailedevaluationofvariousnewenergyresourceswithintheadministrativeregionsatorabovethecountylevelshallbeformedandbereleasedtothegeneralpublic.Anemometer(十)优化新能源项目接网流程。地方能源主管部门、电网企业要结合新能源项目发展需要,及时优化电网规划建设方案和投资计划安排。推动电网企业建立新能源项目接网一站式服务平台,提供新能源项目可用接入点、可接入容量、技术规范等信息,实现新能源项目接网全流程线上办理,大幅压缩接网时间。接网及送出工程原则上由电网企业投资建设,电网企业要改进完善内部审批流程,合理安排建设时序,确保送出工程与电源建设的进度相匹配;由发电企业建设的新能源接网及送出工程,电网企业可在双方协商同意后依法依规回购。(-一)健全新能源相关公共服务体系。开展全国新能源资源勘查与评价,建立可
