党的十九大和十九届二中、三中、四中、五中全会精神， 认真落实党中央、国务院决策部署，立足新发展阶段、贯 彻新发展理念、构建新发展格局，坚持以人民为中心的发 展思想，健全县、乡、村寄递服务体系，补齐农村寄递物 流基础设施短板，推动农村地区流通体系建设，促进群众 就业创业，更好满足农村生产生活和消费升级需求，为全 面推进乡村振兴、畅通国内大循环作出重要贡献。UndertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,effortsshallbemadetofurtherimplementtheunderlyingprinciplesofthe19thCPCNationalCongressandtheSecond,Third,Fourth,andFifthPlenarySessionsofthe19thCPCCentralCommittee,conscientiouslyimplementthedecisionsandarrangementsoftheCPCCentralCommitteeandtheStateCouncil,groundtheworkinthenewstageofdevelopment,applythenewdevelopmentphilosophy,createanewpatternofdevelopment,remaincommittedtothepeople-centeredphilosophyofdevelopment,improve(hedeliveryservicesystemincounties,townsandvillages,fixshortcomingsoftheruraldeliverylogisticsinfrastructure,promotethedevelopmentofcirculationsystemsinruralareas,facilitatetheemploymentandstartingupbusinessofthepublic,bettermeettheneedsforimprovementofworkingandlivingconditionsinruralareasandupgradingofconsumerspending,andmakeimportantcontributionstocomprehensiveadvancementofruralrevitalizationandgreaterdomesticcirculation.II.PrinciplesandobjectivesAdheringtoapeople-centeredapproachandimprovingpeople'slivelihd.Thecapabilityandefficiencyofruraldeliveryservicesshallbeenhanced,andwiththefocuson(hettfirstkilomcter,forbringingagriculturalproductsintourbanareasandthe*iastkilometer''forbringingconsumergoodsintotownsandvillages,effortsshallbemadetohelpfarmerstoobtainandincreaseincomesandpromotetheupgradingofruralconsumption.Adheringtomarketorientationandgovernmentguidance.Effortsshallbemadetocloselyintegrateeffectivelyfunctioningmarketswithcompetentgovernments,taketheinitiativetoremovepolicyobstaclesbasedonthemarket-basedapproach,andguidevariousmarketplayersininnovatingservicemodesandactivelyparticipatinginthedevelopmentoftheruraldeliverylogisticssystem.Adheringtoimprovingthesystemandenhancingefficiency.Effortsshallbemadetoreinforcethetop-leveldesign,leveragetheadvantagesofthedeliverylogisticssystem,promotetheintegrateddevelopmentofonlineandofflineconsumption,andfurtherremoveobstaclesintheproductionandconsumptioncirculationinruralareas.Adheringtoresourcesharingandcoordinatedadvancement.Enterprisessuchasmailserviceproviders,expressenterprises,andlogisticsenterprisesshallbesupportedinjointlybuilding二、原则目标坚持以人民为中心、惠及民生。提升农村寄递服务能力和效率，聚焦农产品进城”最初一公里”和消费品下乡“最后一公里”，助力农民创收增收，促进农村消费升级。坚持市场主导、政府引导。有效市场和有为政府紧密结合，以市场化方式为主，主动打通政策堵点，引导各类市场主体创新服务模式，积极参与农村寄递物流体系建设。坚持完善体系、提高效率。强化顶层设计，发挥寄递物流体系优势，促进线上线下融合发展，进一步畅通农村生产、消费循环。坚持资源共享、协同推进。支持邮政、快递、物流等企业共建共享基础设施和配送渠道，与现代农业、电子商务等andsharingtheirinfrastructureanddistributionchannelsanddeepeningintegrationwithmodernagricultureande-commerce,amongothers,andagroupofdemonstrationprogramsforcoordinateddevelopmentshallbecreatedaccordingtolocalconditions,soastoleadanddrivetheimprovementofdeliverylogisticscapabilitiesinruralareas.By2025,aruraldeliverylogisticssystemthatisopenandbenefitsthepeople,featuringintensivesharing,safetyandefficiency,andtwo-waylogisticsnetworksbetweenurbanandruralareas,willhavebeenbasicallyformed;itwillhavebeenbasicallyrealizedthatoutletsandservicesareavailableineverytownandvillage,agriculturalproductsmaybetransportedtourbanareas,andconsumergoodsmaybebroughtintoruralareas;thesupplycapabilityandservicequalityruraldeliverylogisticsserviceswillhavebeensignificantlyimproved,anddeliveryservicesbenefitingthepeoplewillhavebasicallycoveredruralareas.III. Constructionofthesystem1. Reinforcingtheroleoftheruralpostalsystem.Onthepremiseofensuringthequalityofuniversalpostalservicesandspecialpostalservices,thesharingofpostalinfrastructureandservicenetworksinruralareasshallbestrengthened,andtheimportantroleofpostalnetworknodesshallbereinforced.Theoperationmodeofpostaloutletsintownsandtownshipsshallbeinnovated,variousruralpublicservicessuchasagencyacceptanceandhandlingandwithholdingshallbeundertaken,“oneoutletwithmultiplefunctions,shallbeachieved,andthebasicpublicservicecapabilityofruralpostalse,icesshallbe深度融合，因地制宜打造一批协同发展示范项目，引领带动农村地区寄递物流水平提升。到2025年，基本形成开放惠民、集约共享、安全高效、双向畅通的农村寄递物流体系，实现乡乡有网点、村村有服务，农产品运得出、消费品进得去，农村寄递物流供给能力和服务质量显著提高，便民惠民寄递服务基本覆盖。三、体系建设（一）强化农村邮政体系作用。在保证邮政普遍服务和特殊服务质量的前提下，加强农村邮政基础设施和服务网络共享，强化邮政网络节点重要作用。创新乡镇邮政网点运营模式，承接代收代办代缴等各类农村公共服务，实现“一点多能”，提升农村邮政基本公共服务能力。发挥邮政网络在边远地区的基础支撑作用，鼓励邮政快递企业整合末端投递资源，满足边远地区群众基本寄递需求。支持邮政企业公平参与农村寄递服务市场竞争，以市场化方式improved.Thebasicsupportroleofpostalnetworksinremoteareasshallbeleveraged,andpostalexpressserviceprovidershallbeencouragedtointegrateterminaldeliveryresourcestomeetthebasicneedsofthepublicinremoteareasfordeliveryservices.Mailserviceprovidersshallbesupportedinfairlyparticipatinginthecompetitionoftheruraldeliveryservicemarket,andprovideintegratedservicesintermsofdelivery,storage,andfinanceforrurale-commerceinamarket-orientedmanner.(TheStatePostBureaushalltaketheleadinthisrespect,andtheNationalDevelopmentandReformCommission,theMinistryofFinance,theMinistryofCommerce,theNationalRuralRevitalizationAdministration,ChinaPostalGroupCo.,Ltd.,andotherrelevantentitiesandlocalauthoritiesshallberesponsibleaccordingtothedivisionoftheirresponsibilities.)2. Improvingthejointdistributionsystemattheterminals.Deliverylogisticsresourcesinruralareasshallbecoordinatedonanoverallbasis,logisticsplatformsinsuchaspectsasmailservices,expressdeliveryservices,transport,supplyandmarketing,andtradecirculationshallbeencouragedtocooperateinthesharingofterminaldistributionnetworksbymultipleways,andthepromotionofthejointdeliverymodeinruraldeliverylogisticsshallbeaccelerated,soastoeffectivelyreducethecostofruraldeliveryservicesinterminals.Effortsshallbemadetoadvancethemutualrecognitionofstandardsandcomplementaryservicesamongdifferententities,achieveeffectiveconnectioninsuchaspectsastheconstruction,operation,andmaintenanceoffacilitiesandsafetyresponsibilities,andexplorethecorrespondinginvestmentmethods,servicespecifications,andincomedistribution为农村电商提供寄递、仓储、金融一体化服务。（国家邮政局牵头，国家发展改革委、财政部、商务部、国家乡村振兴局、中国邮政集团有限公司等相关单位及各地区按职责分工负责）（二）健全末端共同配送体系。统筹农村地区寄递物流资源，鼓励邮政、快递、交通、供销、商贸流通等物流平台采取多种方式合作共用末端配送网络，加快推广农村寄递物流共同配送模式，有效降低农村末端寄递成本。推进不同主体之间标准互认和服务互补，在设施建设、运营维护、安全责任等方面实现有效衔接，探索相应的投资方式、服务规范和收益分配机制。鼓励企业通过数据共享、信息互联互通，提升农村寄递物流体系信息化服务能力。（商务部、交通运输部、国家邮政局牵头，国家发展改革委、农业农村部、国家乡村振兴局、供销合作总社、中国邮政集团有限公司等相关单位及各地区按职责分工负责）()优化协同发展体系。强化农村寄递物流与农村电 商、交通运输等融合发展。继续发挥邮政快递服务农村电 商的主渠道作用，推动运输集约化、设备标准化和流程信 息化，2022年6月底前在全国建设100个农村电商快递协 同发展示范区，带动提升寄递物流对农村电商的定制化服 务能力。鼓励各地区深入推进“四好农村路”和城乡交通 运输一体化建设，合理配置城乡交通资源，完善农村客运 班车代运邮件快件合作机制，宣传推广农村物流服务品 牌。(交通运输部、商务部、国家邮政局、中国邮政集团 有限公司等相关单位及各地区按职责分工负责)mechanisms.Enterprisesshallbeencouragedtoimprovetheirinformation-basedSerViCecapabilityoftheruraldeliverylogisticssystemthroughdatasharingandinformationinterconnectivity.(TheMinistryofCommerce,theMiniSlryofTransport,andtheStatePostBureaushalltaketheleadinthisrespect,andtheNationalDevelopmentandReformCommission,theMinistryofAgricultureandRuralAffairs,theNationalRuralRevitalizationAdministration,theAll-ChinaFederationofSupplyandMarketingCooperatives,ChinaPostalGroupCo.,Ltd.andotherrelevantentitiesandlocalauthoritiesshallberesponsibleaccordingtothedivisionoftheirresponsibilities.)3. )Optimizingthecoordinateddevelopmentsystem.Theintegrateddevelopmentofruraldeliverylogisticswithrurale-commerceandtransport,amongothers,shallbereinforced.Theroleofpostalexpressservicesasthemainchannelsforrurale-commerceshallcontinuetobeleveraged,andintensificationoftransport,standardizationofequipment,andinformatizationofprocessshallbepromoted.BytheendofJune2022,100demonstrationzonesforthecoordinateddevelopmentofexpressdeliveryse,icesinrurale-commercewillhavebeenestablishedthroughoutthecountry,todrivetheimprovementofthecustomizedservicecapabilityofdeliverylogisticsservicesinrurale-commerce.Allregionsshallbeencouragedtofurtherensurethatruralroadsarewellbuill,managed,maintained,andoperatedandadvancetheintegrateddevelopmentofurbanandruraltransport,reasonablyallocateurbanandruraltransportresources,improvethecooperationmechanismofthecommissioneddeliveryofmailconsignmentsviaruralpassengershuttlebuses,andpublicizeandpromoterurallogisticsservicesbrands.(TheMinistryofTransport,theMinistryofCommerce,theStatePostBureau,theAll-ChinaFederationofSupplyandMarketingCooperatives,ChinaPostalGroupCo.,Ltd.,andotherrelevantentitiesandlocalauthoritiesshallberesponsibleaccordingtothedivisionoftheirresponsibilities.)4. Buildingacoldchaindeliverysystem.Postalexpressserviceproviders,supplyandmarketingcooperatives,andotherprivatecapitalshallbeencouragedtocooperateintheconstructionofpre-coolingpreservation,low-temperaturesorting,coldstorage,andotherfacilitiesinthefarmlandmarketofagriculturalproducts,soastoshortenthecirculationtime,reducelosstoproducts,andenhancetheefficiencyandbenefitsofthecirculationofagriculturalproducts.Postalexpresssen,iceprovidersshallbeguidedandsupportedinestablishingcold-chainstoragefacilitiesbyrelyingonexpresslogisticsparks,increasingvehiclesforcold-chaintransport,improvingtheterminalcold-chaindistributioncapability,andgraduallyestablishingthecold-chaindeliverylogisticssystemcoveringallaspectsofproductionandcirculation.Industryassociationsshallbesupportedindevelopingandpromotingthecoldchainservicestandardsandspecificationsforexpressservicesine-commerceandimprovingtheirlevelsofsafetyregulationofcold-chaindeliveryservices.Postalexpressserviceprovidersinvolvedintheconstructionofcoldchainlogisticsbasesmayenjoytherelevantsupportpoliciesaccordingtotheapplicableprovisions.(TheNationalDevelopmentandReformCommission,theMinistryofFinance,theMiniStryofTransport,theMinistryofAgricultureandRuralAffairs,theMinistr),ofCommerce,theStatePost（四）构建冷链寄递体系。鼓励邮政快递企业、供销合作社和其他社会资本在农产品田头市场合作建设预冷保鲜、低温分拣、冷藏仓储等设施，缩短流通时间，减少产品损耗，提升农产品流通效率和效益。引导支持邮政快递企业依托快递物流园区建设冷链仓储设施，增加冷链运输车辆，提升末端冷链配送能力，逐步建立覆盖生产流通各环节的冷链寄递物流体系。支持行业协会制定推广电商快递冷链服务标准规范，提升冷链寄递安全监管水平。邮政快递企业参与冷链物流基地建设，可按规定享受相关支持政策。（国家发展改革委、财政部、交通运输部、农业农村部、商务部、国家邮政局、国家乡村振兴局、供销合作总社、中国邮政集团有限公司等相关单位及各地区按职责分工负责）Bureau,theNationalRuralRevitalizationAdministration,theAll-ChinaFederationofSupplyandMarketingCooperatives,ChinaPostalGroupCo.,Ltd.andotherrelevantentitiesandlocalauthoritiesshallberesponsibleaccordingtothedivisionoftheirresponsibilities.)IV. Advancingtheprojectof4expressdeliveryservicesinruralareas''bycategory.IntheruralareasofeasternandcentralChina,thedecisiveroleofthemarketintheallocationofresourcesshallbemaximized,andenterprisesshallbeguidedinimprovingtheleveloft4exprcssdeliverySerViCeSinruralareasthroughsuchmeansassettingupoutletsinvillagesandbusinesscooperation.IntheruralareasofwesternChina,thepromotionroleofgovernmentsshallbebetterleveragedtoguideandencourageenterprisesintakingtheadvantageofpostalandtransportinfrastructurenetworkstofocusonmultipartycooperationbetweenmailserviceprovidersandexpressenterprises,transportcompanies,andsupplyandmarketingcooperatives,playthefundamentalroleofmailservicesinruralterminaldeliveryservices,andexpandthecoverageofttexprcssdeliveryservicesinruralareas/'Expressenterprisesshallbeguidedinimprovingtheincentivemechanismfordistributionbasedontheactualcircumstancesinruralareas,fulfillingtheresponsibilitiesoftheirheadquarters,andprotectingthelawfulrightsandinterestsoftheiremployees,soastoguaranteethesustainableoperationofruraldeliverynetworks.(TheStatePostBureaushalllaketheleadinthisrespect,andtheNationalDevelopmentandReformCommission,theMinistryofFinance,theMinistryofHuman四、重点任务（一）分类推进“快递进村”工程。在东中部农村地区，更好发挥市场配置资源的决定性作用，引导企业通过驻村设点、企业合作等方式，提升“快递进村”服务水平。在西部农村地区，更好发挥政府推动作用，引导、鼓励企业利用邮政和交通基础设施网络优势，重点开展邮政与快递、交通、供销多方合作，发挥邮政服务在农村末端寄递中的基础性作用，扩大“快递进村”覆盖范围。引导快递企业完善符合农村实际的分配激励机制，落实快递企业总部责任，保护从业人员合法权益，保障农村快递网络可持续运行。（国家邮政局牵头，国家发展改革委、财政部、人力资源社会保障部、交通运输部、商务部、供销合作总社、中国邮政集团有限公司等相关单位及各地区按职责分工负责）（二）完善农产品上行发展机制。鼓励支持农村寄递物流 企业立足县域特色农产品和现代农业发展需要，主动对接 家庭农场、农民合作社、农业产业化龙头企业，为农产品 上行提供专业化供应链寄递服务，推动“互联网+ ”农产 品出村进城。发挥农村邮政快递网（站）点辐射带动作 用，2022年6月底前建设300个快递服务现代农业示范项 目，重点支持脱贫地区乡村特色产业发展壮大，助力当地 农产品外销，巩固拓展脱贫攻坚成果。（农业农村部、商 务部、国家邮政局牵头，供销合作总社、中国邮政集团有 限公司等相关单位及各地区按职责分工负责）ResourcesandSocialSecurity,theMinistryofTransport,theMinistryofCommerce,theAll-ChinaFederationofSupplyandMarketingCooperatives,ChinaPostalGroupCo.,Ltd.andotherrelevantentitiesandlocalauthoritiesshallberesponsibleaccordingtothedivisionofthedivisionoftheirresponsibilities.)2.
