响力,鼓励和支持文化企业 积极开拓国际文化市场,提 高文化企业国际竞争力,推 动我国文化产品和服务出 口快速发展,商务部会同中 宣部、外交部、财政部、文 化部、海关总署、税务总局、 广电总局、新闻出版总署、 国务院新闻办等部门,共同 制定文化产品和服务出口 指导目录,并负责解释和 调整。各部门将在列入本目录的 项目中认定一批有利于弘 扬中华民族优秀传统文化、 有利于维护国家统一和民AlldepartmentsshalldeterminefromtheprojectslistedinthisCatalogueanumberofkeyprojectsforChina'sculturalexportthatareconducivetoadvocatingthefinecultureoftheChinesetradition,maintainingnationalunityandethnicsolidarity,anddevelopingthefriendshipbetweenChinesepeopleandpeopleoftherestoftheworld,andhavecomparativeadvantagesanddistinctiveethniccharacteristics;anddeterminefromenterprisesthatsatisfytherequirementsofthisCatalogueanumberofkeyenterprisesforChina'sculturalexportthathavestrongercompetitivenessintheinternationalmarket,lawfulbusinessoperations,andgoodcreditstanding.Alldepartmentsandregionsshallcreateconditionstoprovidesupportintermsofmarketexploration,technologicalinnovationandcustomsclearanceaccordingtotherelevantprovisions.族团结、有利于发展中国同世界各国人民友谊、具有比较优势和鲜明民族特色的国家文化出口重点项目;在符合本目录要求的企业中认定一批具备较强国际市场竞争力、守法经营、信誉良好的国家文化出口重点企业。各部门、各地区依据有关规定在市场开拓、技术创新、海关通关等方面创造条件予以支持。I.PressandPublication一、新闻出版类01.Periodicaldatabaseservices01.期刊数据库服务Keyenterprisesarethose:重点企业标准:(1)havinganannualexportvolumevaluedatUSD500,000ormore;and1.年出口额50万美元以上;(2)havingpotentialfordevelopmentandmarketingintheinternationalmarket.2.具有国际市场开发和营销潜力。02.Exportofe-booksKeyenterprisesarethose:02.电子书出口重点企业标准:(1)havinganannualexportvolumevaluedatUSD500,000ormore;and1.年出口额50万美元以±(2)whoseproductsembodythecharacteristicsofChinesecultureandwhichhavepotentialfordevelopmentintheinternationalmarket.2.产品体现中华文化特色,具有国际市场开发潜力。Notes:说明:Exportofe-booksreferstotheoverseassalesofdigitalpublications.ExportenterprisesshallbeapprovedbythepublicationadministrativedepartmentsoftheStateCouncilandpossessthequalificationofpublishing,duplicatinganddistributinge-books,orpublishinge-booksontheInternet.电子书出口是指数字出版物的境外销售,出口企业需经国务院出版行政管理部门批准,具有电子书出版、复制、发行资质或具有互联网出版资质。03.OverseasdistributionoftraditionalpublicationsKeyenterprisesarethose:03.传统出版物境外发行重点企业标准:(1)theannualturnoverofpublishersderivedfromoverseasdistributionamountstoUSD100,000ormore,andtheannualturnoverofpublishersandimportandexportenterprisesderivedfromoverseasdistributionamountstoUSD500,000ormore;and1.出版单位境外发行年营业额10万美元以上,发行单位、进出口企业境外发行年营业额50万美元以上;(2)havingcapabilitiesofdevelopmentandmarketingininternationalmarketandwhose2.具有国际市场开发和营productsembodythecharacteristicsofChineseculture.销能力,产品体现中华文化特色。Notes:说明:Traditionalpublicationsincludebooks,newspapers,periodicals,audioandvisualproducts,andelectronicpublications(digitalcompactdisks)withthecontentofChineseculture.传统出版物包括图书、报纸、期刊、音像制品以及中华文化内容的电子出版物(数码光盘)等。04.Exportofpublishers'copyrightsKeyenterprisesarethose:04.出版单位版权输出重点企业标准:(1)havingtheannualexportvolumevaluedatUSD30,000ormoreorthecategoriesofexportedcopyrightsreach30;and1.年出口额3万美元以上或版权输出种类达到30种;(2)whoseproductsembodythecharacteristicsofChinesecultureandhavingpotentialfordevelopmentintheinternationalmarket.Notes:2.产品体现中华文化特色,具有国际市场开发潜力。说明:Exportofcopyrightsincludesthepublication(orpublishing)outsideChinainbooks,newspapers(includingarticlesandpicturesthatarepublished),periodicals(includingarticlesandpicturesthatarepublished),audioandvisualproducts,electronicpublications,anddigitalpublicationsbyoverseaspublishersupon版权输出包括出版单位出版的图书、报纸(含刊登的文章、图片)、期刊(含刊登的文章、图片)、音像制品、电子出版物、数字出版物等通过向境外出版单位authorization.授权在境外出版(刊登)。05.Cooperativepublicationsbypublishers05.出版单位合作出版Keyenterprisesarethose:重点企业标准:(1)havinganannualexportvolumevaluedatUSD20,000ormore;and1.年出口额2万美元以上;(2)whoseproductsembodythecharacteristicsofChinesecultureandhavingpotentialfordevelopmentintheinternationalmarket.2.产品体现中华文化特色,具有国际市场开发潜力。Notes:说明:CooperativepublicationreferstopublicationbusinessthatisjointlyfundedandplannedbyChineseandoverseaspublishers,thereturnsandrisksofwhicharesharedandassumedbyChineseandoverseaspublishers;thepublicationbusinessthatisfundedandplannedbyChineseparties,publishedjointlybyChinesepartiesandoverseaspublishers,anddistributedbyoverseaspublishersinoverseasmarkets;andkeypublicationprojectthatisfundedandplannedbyoverseaspublishers,enrichedwiththecontentprovidedbyChineseparties,embodyingthecharacteristicsofChinesecultureandaimingattheinternationalmarket.Cooperativepublicationsincludebooks,newspapers(includinglayoutsofprintedpagesandspecialcolumns),periodicals(includinglayoutsofprintedpagesandspecialcolumns),audioandvisualproducts,electronic合作出版是指中方与境外出版机构共同投资、共同策划、共同分享收益并承担风险的出版业务;由中方出资策划、与境外出版机构联合出版,并由外方负责在境外开拓市场;外方出资策划、中方提供内容,体现中华文化特色并面向国际市场的重大出版项目。合作出版产品包括图书、报纸(含版面、专栏)、期刊(含版面、专栏)、音像制品、电子出版物、数字出版物等。publications,anddigitalpublications.06.AgencyservicesfortheexportofcopyrightsKeyenterprisesarethose:06.版权输出代理服务重点企业标准:(1)havinganannualexportvolumevaluedatUSD1005000ormore;and1.年出口额10万美元以上;(2)whoseproductsembodythecharacteristicsofChinesecultureandhavingpotentialfordevelopmentintheinternationalmarket.Notes:2.产品体现中华文化特色,具有国际市场开发潜力。说明:AgencyservicesfortheexportofcopyrightsincludethepublicationsofChineseauthors'worksbyoverseaspublishersuponauthorizationofcopyrightagenciesandprivateenterprises.版权输出代理服务包括版权代理机构、民营企业向境外出版单位授权出版中国作者的作品。07.Marketingservicesforpressandpublicationproducts07.新闻出版产品营销服务Keyenterprisesarethose:重点企业标准:(1)havinganannualexportvolumevaluedatUSD100,000ormore;and1.年出口额10万美元以上;(2)havingservicesathigherspecializedlevelandcapabilitiesofcontinuousinnovationandinternationalmarketing.2,服务具备较高专业化水平,具有持续创新和国际营销能力。Notes:说明:Marketingservicesforpressandpublicationproductsincludetheprocurementservicesforpressandpublicationproductsthatareprovidedforoverseasclients;topicselectionandplanningservicesforexport-orientedpressandpublicationproducts,anddesign,productionandmarketingandotherservicesforderivativepublicationproducts.新闻出版产品营销服务包括为境外客户提供新闻出版产品采购服务;外向型新闻出版产品选题策划服务;出版物衍生产品设计、制作、营销服务等。08.PrintingservicesKeyenterprisesarethose:08.印刷服务重点企业标准:(1)havinganannualserviceexportvolumevaluedatUSD1millionormore;1.年服务出口额100万美元以上;(2)havingstrongcapabilitiesofindependentdesignandrankingatopintheworldintermsofprintingtechnologylevel;2.独立设计能力较强,印刷技术水平居世界前列;(3)havingmaturechannelsforinternationalcooperation;and3.有成熟的国际合作渠道;(4)embodyingtheChinesecultureintheprintedcontent.Notes:4.印刷内容反映中华文化。说明:Printingservicesincludevariousoutsourcingservicespriortoprinting,suchasdesignandtypesettingofpackages.印刷服务包括印前的各种外包性的服务,如包装品设计、排版等。II.Broadcasting,FilmandTelevision二、广播影视类09.Films09.电影Keyenterprisesarethose:重点企业标准:(1)havinganannualexportvolumevaluedatUSD500j000ormore;1.年出口金额50万美元以上;(2)havinggooddevelopmentpotentialandmakingoutstandingperformanceinenhancingthecapabilitiesofproducing,distributing,andscreeningfilmandtelevisionproductsanddevelopingfollow-upproducts;and2.具有良好发展潜质,在提升电影文化产品的生产、发行、播映和后产品开发能力等方面成绩突出;(3)positivelycooperatingwithforeignbroadcasting,filmandtelevisioninstitutions,havingmatureoverseassalesnetwork,andmakinggreatachievementsinpublicityandpromotionactivitiesoutsideChina.3.积极与国外广播影视机构合作,拥有较为成熟的境外销售网络,境外宣传和推广活动效果突出。Notes:说明:Exportoffilmproductsincludestheexportofcompletedfilms,publicityfilms,materials,andcopyrightsthereof.电影产品出口包括电影完成片、宣传片、素材及其版权的出口。10.Television10.电视Keyenterprisesarethose:重点企业标准:(1)havinganannualexportvolumevaluedatUSD500,000ormore;1.年出口金额50万美元以上;(2)havinggooddevelopmentpotentialandmakingoutstandingperformanceinenhancingthecapabilitiesofproducing,distributing,andscreeningtelevisionandculturalproductsanddevelopingfollow-upproducts;and2.具有良好发展潜质,在提升电视文化产品的生产、发行、播映和后产品开发能力等方面成绩突出;(3)positivelycooperatingwithforeignbroadcasting,filmandtelevisioninstitutions,havingmatureoverseassalesnetwork,andmakinggreatachievementsinpublicityandpromotionactivitiesoutsideChina.Notes:3.积极与国外广播影视机构合作,拥有较为成熟的境外销售网络,境外宣传和推广活动效果突出。说明:Exportoftelevisionproductsincludestheexportofcompletedtelevisionprograms,publicitytelevisionprograms,materials,andcopyrights电视产品出口包括电视完成片、宣传片、素材及其版thereof.权的出口。11.ServicesforSino-foreigncooperationintheproductionoffilmandtelevisionprograms11.中外合作制作电影、电视节目服务Keyenterprisesarethose:重点企业标准:(1)havinganannualexportvolumevaluedatUSD10O5OOOormore;1.年出口额10万美元以上;(2)positivelycooperatingwithforeignfilmandtelevision-producinginstitutionsanddevelopingfilm,televisionandculturalproductsandserviceswithgoodmarketpotentialsfortheinternationalmarket;2.积极与国外影视制作机构合作,针对国际市场开发的有良好市场潜力的影视文化产品和服务;(3)havingaccesstotheinternationalmainstreamsaleschannelsandmakingoutstandingachievementsinpublicityandpromotionalactivitiesoutsideChina;and3.进入国际主流销售渠道,境外宣传和推广活动效果突出;(4)havingoriginalproductswithindependentintellectualpropertyrightsorco-ownedintellectualpropertyrightswithforeignpartiesoversuchproducts,advocatingfinetraditionalcultureofChina,andplayingapositiveroleindeepeningtheworld'sunderstandingofChina.4.拥有自主知识产权或与外方共享知识产权的原创产品,弘扬我国优秀传统文化,对加深世界各国对中国的了解具有积极意义。Notes:说明:ServicesforSino-foreigncooperationintheproductionoffilmandtelevisionprogramsinclude:中外合作制作电影、电视节目服务包括:(1)Sino-foreigncooperativefilmsrefertofilmsmadeinsideoroutsideChinabydomesticfilmproducersthathaveobtainedtheFilmProductionLicenseortheFilmProductionLicense(SingleFilm)jointlywith,incooperationwith,orincommissiontoforeignfilmproducers;1.中外合作制作电影是指依法取得摄制电影许可证或摄制电影片许可证(单片)的境内电影制片者与境外电影制片者在中国境内外联合摄制、协作摄制、委托摄制的电影;(2)Sino-foreigncooperativetelevisionseriesrefertotelevisionseries(includinganimatedtelevisionseriesanddocumentarytelevisionseries)madebydomesticradio,filmandtelevisionprogram-producinginstitutionsthathavelegallyobtainedtherequiredqualificationsincooperationwithforeignlegalpersonsornaturalpersons;2.中外合作制作电视剧是指境内依法取得资质的广播电视节目制作机构与外国法人及自然人合作制作电视剧(含电视动画片、纪录片)的活动;(3)otherservicesforSino-foreigncooperationintheproductionoffilmandtelevisionfilmsrefertosuchservicesasperformance,production,editing,transmissionandsalesrelatedtofilmandtelevisionactivities;or3.其他中外合作制作电影电视节目服务是指与电影电视业务相关的演出、制作、采编、传输、销售等服务;(4)theexportofcopyrightsoffilmsandtelevisionproducts,includingtheabove-mentionedones.4.含上述电影、电视产品版权的输出。12.Integrationandbroadcastingservicesofradio,filmandtelevisionfilmslandedouts
