DEFINITION定义.3.1 Highwork:thework(hatdatumplaneoffallingheightis2mormore(including2m)andmaycausefalling.高处作业:凡在坠落高度基准面2m以上(含2m)有可能坠落的高处进行的作业。3.2 Impendingwork:theworkwithoutotherprotectiveequipmentsaround.悬空作业:在周边临空状态下进行的高处作业。3.3 Crosswork:thehighworkthatworkspotwheretheworkersworksimultaneouslyindifferentplacebetweenthetopandbottom,andhasnoanybaffle.交叉作业：在作业现场的上下不同层次,于空间贯通状态下同时进行的高处作业。3.4 Climbwork:thehighworkthatmustbedonebyclimbingtoolorequipment.攀登作业：借助登高用具或登高设施,在攀登条件下进行的高处作业。3.5 First-levelhighwork:thehighworkthattheheightofhighworkisbetween2mand5m.一级高处作业：高处作业高度在2米至5米时，称为一级高处作业。3.6 Second-levelhighwork:thehighworkthattheheightofhighworkisbetween5mand15n.二级高处作业：高处作业高度在5米至15米时，称为二级高处作业。3.7 Third-levelhighwork:thehighworkthattheheightofhighworkisbetween15mand30m.三级高处作业：高处作业高度在15米至30米时，称为三级高处作业。3.8 Specialhighwork:thehighworkthattheheightofhighworkis30mormore.特级高处作业：高处作业高度在30米以上时,称为特级高处作业.4. RESPONSIBILITY5.1 CampusEHSisresponsibletoworkoutsafetystandardforhighworkandmonitorsafetywork;园区EHS负责高处作业安全规范的制订，作业安全的监察；5.2 Publicequipmentdepartmentisresponsibletomanagehigh-workpersonsandcarrj,outsafetyworkmeasurements;公用设备部高处作业人员的管理、作业安全措施的落实。6. INSTRUeTION指引6. 1Applicationandapprovalofhighwork高处作业的申请、审批6. 1.1Thepublicequipmentdepartmentmayarrangeregularworkerstoconducthighworkaccordingtoworkrequirements,otherworkersarenotallowedtoundertakehighworkunlessEHShasapproved.公用设备部因工作需要可以安排合格的人员进行高处作业，其它部门人员不得从事高处作业，除非得到EHS部的特批。7. 1.2Beforeoperationofhighworkthedepartmentmustfill,HighWorkSafetyPermit*(seeAppendix1),implementsafetyprotectionmeasures,andbegintocarryouthighworkafterapproval。Theapplicationiskeptbythedepartmentforoneyear.公用设备部在进行高处作业前必须办理高处安全作业证(见附录1),落实安全防护措施,经确认批准后方可施工。高处安全作业证由作业部门负责保存，期限为一年。8. 1.3First-levelhighworkneedstobegotdepartmentalmanager,sapproval,second-leveloraboveneedstobegotEHS,Sapproval.一级高处作业需得到部门经理的批准，二级以上的高处作业需得到EHS部的批准。6. 2Safetyrequirementsonhighwork高处作业的安全要求6.1.1 2.1Theworkers,whoundertakehighwork,mustbeingoodcondition,andthosewi(hhypertension,heartdisease,anaemia,epilepsyarenotallowedtoundertakehighwork.从事高处作业的人员，身体必须健康，患有高血压病、心脏病、贫血病、瘢痫病的人员不能从事高处作业，从事高处作业的人员要定期进行体检。6.1.2 2.2Theremusthavereliableprotectivemeasureswhenundertakinghighwork,ifnot,don,twork,especiallysomeprojects,whicharespecialordifficulttotakepreventivemeasures,shouldcreateconditiontoensurethereliabilityofsafetyprotectivemeasures,ifthesafetybeltCarrtbehunginsomespecialplaces,shouldfindsomeplacetohangthesafetybelt.高处作业必须有可靠的防护措施。无可靠的防护措施绝不能施工。特别在特定的，较难采取防护措施的施工项目，更要创造条件保证安全防护措施的可靠性。在特殊施工环境安全带没有地方挂，这时更需要想办法使防护用品有处挂，并要安全可靠。6.1.3 2.3Theworker,whoundertakeshighwork,shouldwearPPEsuchassafetyhelmetandsafetybelt.Safetybeltmustbehunginareliableplacetoavoidsurgingpothook.从事高处作业的人员要佩戴安全防护用具：安全帽、安全带等。安全带要挂在牢固可靠的地方，防止挂钩滑脱。6.1.4 Thesafetybeltshouldbecheckbeforeusing,andconductstationaryloadtrialperiodic(persixmonths);225Kgfor(rialloadand5minutesfortrialtime,checkifitisdeformedorbrokenaftertrial,andmakelog,ifitisnotregular,don'tbeused,安全带在使用前应进行检查，并应定期(每隔6个月)进行静荷重试验；试验荷重为225KG,试验时间5分钟，试验后检查是否有变形、破裂等情况，并做好试验记录，不合格的安全带应立即报废，不得再使用。6.1.5 Thereshouldbeguardianforsurveillancehighworker,andtheguardianshouldtakehis/herresponsibility.高处作业应设监护人对高处作业人员进行监护，监护人应坚守岗位。6.1.6 Theworkerswhoundertakehighworkshouldwearsimpleandconvenientworkclothing,andwearsoft-bottompreventiveshoes,nowearrigid-bottomshoes,slippers,trackshoeandslipperyshoe.从事高处作业的人员，衣着要灵活、轻便，要穿软底防滑鞋，禁止穿硬底鞋、拖鞋和带钉鞋和易滑鞋。6.1.7 Hazardareaofsuspensionandinstallationshouldbeestablishedprotectiverailingsandwarningsigns,nopassingandstoppingundersuspendingobject.吊装施工危险区域，应设围栏和警告标志，禁止行人通过和在起吊物件下逗留。6.1.8 Encountersix-levelstrongwindandfogorabove,muststopoutdoorclimbandhighwork;afterstrongwindandfog,mustcheckworkspottoconfirmnohazardbeforereworkagain.遇有六级以上强风,浓雾时，必须停止露天攀登与高处作业；强风和暴风雨过后，必须先检查现场，确认无危险后方可重新进行作业。6.1.9 Nighttimehighworkmustbeequippedenoughillumination.夜间高处作业必须配备充足的照明.6.1.10 Avoidthemostofcrosswork,ifcan,t,mustsetupfixedprotectiveclapboard,canopyorotherseparatedequipment,ordesignatewatchertosupervisespot,theworkersmustwearsafetyhelmet.Whenconductingcrossworkontheupsideanddownside,don,toperateonthesameverticallinetoprevent(hefallingobjectfromupsidetohurttheworkersonthedownside.尽量避免交叉作业，必须交叉作业时，中间必须搭设严密牢固的防护隔板，罩棚或其他隔离设施,或设有专门监护人员进行现场监护,工作人员必须戴安全帽。当出现上下交叉作业时，不得在同一垂直方向上进行操作，以防发生上层坠物打伤下层的作业人员。6.1.11 Whenconductinghighwork,besidesrelevantpersons,otherpersonsarenotallowedtopassorstopalthebottomofworkplace,andshouldsetupprotectiverailingsorotherprotectiveequipmentstopreventfallingobjects.Ifworkonthegridironplatform,shouldsetuptheboardtoavoidfallingtoolsorequipments.在进行高处作业时，除有关人员外，不准他人在工作地点的下面通行或逗留，工作地点下面应有围栏或装设其他保护装置，防止落物伤人。如在格栅式的平台上工作，为了防止工具和器材掉落，应铺设木板。6.1.12 Nowalkingontheoutwallorektexineofbuildingswithoutprotectiveequipments.严禁在没有防护设施的外墙和外壁板等建筑物上行走。6.1.13 Theworkplaceis3metersfromtheground,shouldsetupprotectiverailings,baffleorsafetynet.距地面3米以上的作业处，要设防护栏杆、挡板或安全网。6.1.14 Toworkin(heroomwith3.6metersofoorheight,allusedironstools,woodstools,standingstepladdersandsoon.shouldbefixedlytiedandsetuppreventiveskidequipments.在层高36米的屋内作业，所用的铁凳、木凳、人字梯等，要栓牢固，并设防滑装置。6.1.15 Thespanbetweentwopointsofironstoolorwoodstoolisnomorethan3meters,andwidthofboardisnolessthan25centimeters.铁凳、木凳两点间的跨度不得大于3米，铺板宽度不得小于25厘米。6.1.16 Highworkmustbeequippedsaddlebag.Thebiggertoolshouldbeliedonthefixedcomponentwith(hecord,don'tplaceanywheretopreventoccurrenceofaccidentfromfalling.高处作业应一律使用工具袋。较大的工具应用绳栓在牢固的构件上，不准随便乱放，以防止从高空坠落发生事故。6.1.17 Allmaterialsshouldbestackedfirm,thetlsshouldbeplacedintosaddlebag(sheath)omnivorously.Don'tslingtheobjectsbetweenthetopandbottom,shouldbetiedbycordtocarry,toavoidhurtingthepersonsonthebottomordestroying(hescaffold.作业要用的材料要堆放平稳，工具应随手放入工具袋(套)内。上下传递物件禁止抛掷，要用绳系牢后往下或往上吊送，以免打伤下方工作人员或击毁脚手架。6.1.18 Twoworkersarenotallowedtoworkonthesamehighstool.禁止两人同时在高凳上工作。6.1.19 Don'tstandonalittlemanualvehicleorunstableobjecttowork.不准站在小推车上或不稳的物体上操作。6.1.20 Needtemporarilyremoveorchangesafetyprotectiveequipmentsforwork,mustbegotworksupervisor'sapprovalandtakecorrespondingreliablemeasures,andimmediatelyrestoreafterwork.因作业必须临时拆除或变动安全防护设施时,必须征得作业主管的同意,并采取相应的可靠措施后,方可拆除,作业完毕后应立即恢复。6. 3One-pieceleaningladderwork单梯作业6. 3.1Thecorneroftheladderandgroundshouldbe60-70degrees.梯子与地面的夹角应为607007. 3.2Theladderfootshouldbelaidonthebaseorsetuppreventiveskidequipments.梯脚应置于平实的基础上或设防滑装置。8. 3.3Thestilesshouldbeplacedstablyontheobject.梯子两柱应平稳地牢靠于物体上。9. 3.4Theone-pieceleaningladderisusedtogoupanddowntheplatform,shouldbeImhigherthantheplatformashandrail.单梯用于上下工作台时，应高出工作台上1米，以做扶手用。10. 3.5Workontheladder,shouldholdthehandrailwithahand,otherwise,shouldwearsafetybeltandsafetybeltmusthangonstableobject.站在梯上工作时，应一手扶梯柱工作，否则应佩戴安全带，安全带应挂在稳固的物体上。11. 3.6Whenladderisplacedatthepassageoronthesideofdoor,shoulddesignateapersontosuperviseonthebottomoflattersothatthelattercan,tbepushedoveraccidentally.若梯子架在通道上或门边时，应安排一人在梯下看守，以免梯子被意外推翻。12. 3.7Twoworkersarenotallowedtoclimbthesameladdersimultaneously.不允许两人同时爬梯。13. 3.8Theladderdon,tbelackrungs,alsocan'tbeusedbyblockingup.梯子不能缺档，更不能垫高使用。7.
