    OpinionsoftheGeneralOfficeoftheStateCouncilonFurtherOptimizingPaymentServicestoFacilitatePaymentsDocumentNumber:No.102024of(heGeneralOfficeoftheSlateCouncilAreaofLaw:PaymentandSettlementOptimizationofDoingBusiness1.evelofAuthority:RegulatoryDocumentsoftheStateCouncilIssuingAuthority:GeneralOfficeoftheStateCouncilDateIssued:03-01-2024EffectiveDale:03-01-2024Status:EffectiveOpinionsoftheGeneralOfficeoftheStateCouncilonFurtherOptimizingPaymentSen,icestoFacilitatePayments(No.102024oftheGeneralOfficeoftheStateCouncil)Thepeople,sgovernmentsofallprovinces,autonomousregions,andmunicipalitiesdirectlyundertheCentralGovernment;allministriesandcommissionsoftheStateCouncil;andallinstitutionsdirectlyundertheStateCouncil:Improvingpaymentservices,removingpaymentobstacles,promotingpaymentsfortheconvenienceofpeople,andrealizingseamlessconnectionsbetweendomesticandinternationalmarketsarenecessaryforoptimizingthebusinessenvironment,importantmeasuresforsen,inghigh-qualitydevelopment,andinternalrequirementsforpromotinghigh-levelopeningup.Inrecentyears,mobilepaymentshavedevelopedrapidlyinChinaandplayedanimportantroleinbenefitingenterprises,facilitatingpeople,stimulatingtransactions,prosperingthemarket,andotheraspects.国务院办公厅关于进一步优化支付服务提升支付便利性的意见(国办发(2024)10号)各省、自治区、直辖市人民政府,国务院各部委、各直属机构:提升支付服务水平、打通支付堵点,推动支付为民,实现国内国际无缝对接,是优化营商环境的应有之义,是服务高质量发展的重要举措,是促进高水平对外开放的内在要求。近年来,我国移动支付发展迅速,对利企便民、活跃交易、繁荣市场等发挥了重要作用。同时,由于我国老年人等群体偏好使用现金,部分外籍来华人员习惯银行卡或现金支付,对使用移动支付不习惯、不适应,支付服务包容性有待提升。为更好满足老年人、外籍来华人员等群体多样化的支付服务需求,推动移动支付、银行卡、现金等支付方式并行发展、相互补充,进一步提升支付服务水 平,更好服务社会民生,优化营商环境,促进高水平对外 开放,经国务院同意,现提出如下意见。一、总体要求(一)指导思想以习近平新时代中国特色社会主义思想为指导,立足新发 展阶段,完整、准确、全面贯彻新发展理念,加快构建新 发展格局,针对不同群体的支付习惯,统筹力量打通支付 服务存在的堵点,弥合数字鸿沟,着力完善多层次、多元 化的支付服务体系,为老年人、外籍来华人员等群体提供 更加优质、高效、便捷的支付服务。Meanwhile,astheelderlyandothergroupsofpeopleinChinapreferusingcash,andsomeforeignersinChinaareusedtobankcardorcashpaymentsandarenotusedtomobilepayments,paymentservicesneedtobemoreinclusive.WilhtheapprovaloftheStateCouncil,thefollowingopinionsareherebyofferedforthepurposesofbettersatisfyingthediversifiedpaymentserviceneedsoftheelderly,foreignersinChina,andothergroupsofpeople,promotingtheparalleldevelopmentandmutualsupplementationofmobilepayments,bankcardandcashpayments,andotherpaymentmethods,furtherimprovingpaymentservices,belterservingthepeople,optimizingthebusinessenvironment,andpromotinghigh-levelopeningup.I. GeneralRequirements(1) GuidingideologyGuidedbyXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEraandbasedonthenewdevelopmentstage,thenewdevelopmentphilosophyshallbecarriedoutinacomplete,accurate,andcomprehensivemanner,andthecreationofanewdevelopmentpatternshallbeaccelerated.Inlinewiththepaymenthabitsofdifferentgroupsofpeople,effortsshallbecoordinatedtoremoveobstaclesexistinginpaymentservices,bridgethedigitalgap,andeffortsshallbemadetoimprovethemulti-levelanddiversifiedpaymentservicesystemsoastoprovidemorehigh-quality,efficient,andconvenientpaymentservicesfortheelderly,foreignersinChina,andothergroupsofpeople.(二)基本原则(2) Basicprinciples坚持目标导向、问题导向,实抓实干解决重点堵点问 题。以提升老年人、外籍来华人员等群体支付便利性为着 力点,聚焦银行卡受理、现金支付、移动支付、账户服 务、宣传推广等重点领域、重点环节,精准施策、靶向发 力,持续深化支付服务场景建设,丰富支付服务供给,不 断提升支付服务水平。Adheringtogoalorientationandproblemorientationandtakingpracticalmeasurestoremovekeyobstacles.Withthegoalofmakingpaymentmoreconvenientfortheelderly,foreignersinChina,andothergroupsofpeople,effortsshallfocusonkeyfieldsandkeylinkssuchasbankcardacceptance,cashpayment,mobilepayment,accountservices,publicityandpromotion,targetedpoliciesshallbecarriedoutandtargetedmeasuresshallbetaken,theconstructionofpaymentservicescenariosshallbecontinuouslyfurthered,thesupplyofpaymentservicesshallbeenriched,andpaymentsen,icesshallbecontinuouslyimproved.坚持统筹协调,有效市场和有为政府相结合。加强政 府部门协作,注重央地联动发力,建立中央各部门、中央 与地方、政府与市场良性互动关系。激发银行业金融机构 (以下简称银行)、非银行支付机构(以下简称支付机构)、清算机构、外币兑换机构等支付服务主体的积极性 和主动性,持续加大人力、财务、技术等资源投入,共同 推动各项优化措施落到实处。一坚持切实增强各类支付方式的兼容性、包容性,为境内外消费者提供多样化支付服务。坚持稳中求进,充分考Adheringtooverallcoordinationandpromotingbothanefficientmarketandawell-functioninggovernment.Thecollaborationamonggovernmentdepartmentsshallbestrengthened,theCentralGovernmentandlocalgovernmentsshallmakejointefforts,andthereshallbepositiveinteractionsbetweenthedepartmentsoftheCentralGovernment,theCentralGovernmentandlocalgovernments,aswellasthegovernmentandthemarket.Paymentserviceproviderssuchasbankingfinancialinstitutions("banks"),non-bankingpaymentinstitutions(4tpaymentinstitutions),clearinginstitutions,andforeigncurrencyexchangeinstitutionsshallbemobilizedtobemoreproactiveandtocontinuouslyinvestmorehuman,financial,technical,andotherresources,Iojointlypromotetheeffectiveimplementationofvariousoptimizationmeasures.Adheringtotheeffectiveenhancementofthecompatibilityandinclusivenessofvariouspaymentmethods虑不同群体的支付习惯,保留现金、存折、银行卡等传统 服务方式,持续保有并更新升级银行卡受理终端(POS 机)、自动取款机(ATM)等服务设施。支持开展移动支 付、网络支付等业务的支付服务主体继续开拓创新,共同 构建各类支付服务兼容共生、协同发展的支付服务体系。坚持统筹发展和安全,平衡优化服务与防控风险。支 持引导支付服务主体持续优化业务流程、推出便利措施, 不断提升老年人、外籍来华人员等群体的支付服务便捷性 和满意度。做好交易监测和风险评估,加强内部风险防 控。二、主要任务(一)切实改善银行卡受理环境。不断提升老年人、外籍 来华人员等群体使用银行卡的便利性,支持公共事业缴 费、医疗、旅游景区、商场等便民场景使用银行卡支付。andprovidingdiversifiedpaymentsen,icesfordomesticandforeignconsumers.Theprincipleofmakingprogresswhilemaintainingstabilityshallbeadheredto,thepaymenthabitsofdifferentgroupsofpeopleshallbefullyconsidered,traditionalservicemethodssuchascash,depositbooks,andbankcardsshallberetained,andbankcardacceptanceterminals(POSmachines),automatedtellermachines(ATMs),andotherservicefacilitiesshallbecontinuouslymaintained,updated,andupgraded.Paymentserviceentitiesprovidingmobilepayment,onlinepayment,andotherservicesaresupportedincontinuingtomakeexplorationsandinnovations,andjointlybuildapaymentservicesystemfeaturingthecompatibilityandcoordinateddevelopmentofvariouspaymentservices.Adheringtocoordinateddevelopmentandsecurity,andensuringabalancebetweenserviceoptimizationandriskpreventionandcontrol.Paymentserviceentitiesshallbesupportedanddirectedtooptimizetheirbusinessprocessesonanongoingbasisandintroducefacilitationmeasurestocontinuouslyimprovetheconvenienceofandsatisfactionwithpaymentservicesfortheelderly,foreignersinChina,andothergroupsofpeople.Transactionmonitoringandriskassessmentshallbeeffectivelyconducted,andinternalriskpreventionandcontrolshallbestrengthened.II. MainTasks(1) Effectivelyimprovingtheenvironmentfortheacceptanceofbankcards.Theuseofbankcardsbytheelderly,foreignersinChina,andothergroupsofpeopleshallbecontinuouslyfacilitated,andsupportshallbeprovidedtobankcardpaymentsinscenariosfortheconvenienceofthepeople,suchaspaymentsforpublicutilitiesandmedicalcareandattouristattractionsandshoppingmalls.Alllocalgovernmentsshallfocusonscenariossuchascatering,accommodation,transportation,tourism,shopping,entertainment,andmedicalcare,determinethedirectoryofkeyvenuessuchaslargebusinessdistricts,touristattractions,touristresorts,nighttimeculturalandtourismconsumptionclusters,culturalvenuesandmuseums,culturalandentertainmentvenues,hotels,transportationhubs,hospitals,andkeymerchants,andpromotetheacceptanceofoverseasbankcards.Banksandpaymentinstitutionsshallexpeditethesoftwareandhardwareupgradesofoverseasbankcardacceptanceequipmentaccordingtothedirectoryofkeymerchantsandgiveoverallconsiderationtopromotingthedevelopmentofcontactlesspayments.Bankcardclearinginstitutionsandotherinstitutionsshallbeurgedanddirectedtoacceleratetheconnectionwithinternationalpaymentplatlbrms.TheMinistryofCommerce,theMinistryofCultureandTourism,andotherappropriateindustryauthoritiesshallstrengthenguidanceandincludemerchants'acceptanceofbankcardsinthescopeofservicequalityassessmentandevaluationintheirrespectivefields.(2) Continuouslyoptimizingthecashuseenvironment.Cashpaymentsshallremainasapaymentoption,businessentitiesshallbeurgedtoacceptcashpaymentsinaccordancewithlawsandregulations,businessentities,especiallythoseinthefieldsoftransportation,shopping,catering,cultureandentertainment,tourism,accommodation,andotherpublic-andforeign-relatedfields,shallbedirectedtomakepubliccommitmentsontheacceptanceofcash,prepareenough各地方政府要聚焦“食、住、行、游、购、娱、医”等场景,确定大型商圈、旅游景区、旅游度假区、夜间文化和旅游消费集聚区、文博场馆、文娱场所、酒店、交通枢纽站点、医院等重点场所及重点商户名录,推动受理境外银行卡。银行、支付机构要按照重点商户名录,加快推进境外银行卡受理设备软硬件改造,统筹考虑推动非接触式支付发展。督促指导银行卡清算机构等加快与国际支付平台互联互通。商务部、文化和旅游部等行业主管部门要加强指导,将商户银行卡受理情况纳入各自领域服务质量考核评价范围。(二)持续优化现金使用环境。坚持现金兜底定位,督促经营主体依法依规保障现金支付,引导经营主体特别是交通、购物、餐饮、文娱、旅游、住宿等民生、涉外领域主体,公开承诺可收取现金,做好零钱备付,满足现金使用需求,提升日常消费领域现金收付能力。银行要主动推出标准化、多样化的人民币现金“零钱包”产品。银行网点不得随意停办现金业务、降低服务质量。持续开展ATM银changetomeetcashuseneeds,andensurecashpaymentandreceiptindailyconsumptionfields.BanksshalltaketheinitiativetolaunchstandardizedanddiversifiedRMBcashtchangepackets“products.Bankoutletsmaynotarbitrarilysuspendcashservicesorlowertheservicequality.ATMbankcardacceptancetransformationsshallbeimprovedcontinuously,andtheelderly,foreignersinChina,andothergroupsofpeoplearesupportedinusingdomesticandforeignbankcardstowithdrawRMBcash.TheactofrefusingtoacceptRMBcashshallbecontinuouslycorrected,heavierpenaltiesshallbeimposedandpublicityshallbeintensifiedinaccordancewiththelaw.Airports,ports,andotherportsofentrythatreceivealargenumberofforeignersandhotelsthatfrequentlyserveforeignersshallbedirectedtoincreaseforeigncurrencyexchangeinstitutionsandfacilities,increasethetypesofexchangeableforeigncurrencies,providemoretrainingtopersonnelprovidingforeigncurrencyexchangeservices,andenhancethelevelofforeigncurrencyexchangeservices.(3) Furtherenhancingtheconvenienceofmobilepayments.Banks,paymentinstitutions,andclearinginstitutionsshallstrengthencooperation,andshall,underthepremiseofcontrollablerisks,continuouslyimprovemobilepaymentservices,optimizebusinessprocesses,enrichproductfunctions,expandthescopeofacceptance,fullyconsiderthedemandsoftheelderly,foreignersinChina,andothergroupsofpeople,makeservicearrangementssuitablefortheelderlyandforeigners,andenhancetheuserfriendlinessandconvenienceofalllinksofmobilepayments.TheaccessibilityofcommunicationsservicesforforeignersinChinashallbeensured,theproceduresforforeignersinChinatoobtain行卡受理改造,支持老年人、外籍来华人员等群体使用境内外银行卡支取人民币现金。持续开展拒收人民币现金整治,依法加大处罚和公示力度。指导外籍来华人员入境较集中的机场、港口等口岸地区和入住较多的酒店等增设外币兑换机构和设施,增加可兑换的外币币种,加强外币兑换服务人员业务培训,提升外币兑换服务水平。(三)进一步提升移动支付便利性。银行、支付机构和清算机构要加强合作,在风险可控的前提下,持续完善移动支付服务,优化业务流程,丰富产品功能,扩大受理范围,充分考虑老年人、外籍来华人员等群体需求,做好适老化、国际化等服务安排,提升移动支付各环节的友好度和便利性。做好外籍来华人员通讯服务,优化外籍来华人员境内手机号码办理流程,为外籍来华人员提供良好的国际漫游服务。推动重点旅游景区、旅游度假区、夜间文化和旅游消费集聚区、特色商业街区、重点旅游休闲街区、重要文娱场所等线上、线下场景更好便利消费支付。支持与“食、住、行、游、购、娱、医”等消费密切关联的互联网平台企业,优化外籍来华人员线上、线下购买产品与服务的支付体验。domesticmobilephonenumbersshallbeoptimized,andforeignersinChinashallbeprovidedwithgoodinternationalroamingservices.Betterandmoreconvenientconsumptionpaymentsinonlineandofflinescenariossuchaskeytouristattractions,touristresorts,nighttimeculturalandtouristconsumptionclusters,characteristiccommercialdistricts,keytouristandleisuredistricts,andimportantculturalandentertainmentvenuesshallbepromoted.Internetplatformenterprisesengagedinbusinesscloselyrelatedtocatering,accommodation,transportation,tourism,shopping,entertainment,medicalcare,andotherconsumptionfieldsshallbesupportedinoptimizingthepaymentexperiencesofforeignersinChinawhentheypurchaseproductsandservicesonlineandoffline.(四)更好保障消费者支付选择权。规模以上的大型商 圈、旅游景区、旅游度假区、文博场馆、文娱场所、酒 店、交通枢纽站点、医院等重点场所必须配备受理移动支 付、银行卡、现金等必需的软硬件设施,保障消费者自主 选择支付方式及工具。鼓励规模以下的商圈、旅游景区、 旅游度假区、文博场馆、文娱场所、酒店、交通枢纽站 点、医院等积极创造条件比照办理,共同构建包容多样的 支付受理环境。(4) Betterprotectingconsumers'righttochoosepaymentmethods.Thekeyvenuesabovethedesignatedsizesuchaslargebusinessdistricts,touristattractions,touristresorts,culturalvenuesandmuseums,culturalandentertainmentvenues,hotels,transportationhubs,andhospitalsmustbeequippedwithsoftwareandhardwarefacilitiesnecessaryforacceptingmobilepayments,bankcardorcashpayments,andguaranteethatconsumersmaychoosepaymentmethodsandinstrumentsattheirdiscretion.Businessdistricts,touristattractions,touristresorts,culturalvenuesandmuseums,culturalandentertainmentvenues,hotels,transportationhubs,hospitals,andothervenuesbelowthedesignatedsizeareencouragedtoactivelycreateconditionsforhandlingpaymentsbyreferencetothesaidprovisions,andjointlybuildanenvironmentthatacceptspaymentsinaninclusiveanddiversemanner.(5) Improvingaccountservices.Banksandpaymentinstitutionsshallfurtheroptimizetheiraccountopeningserviceprocesses,reasonablyimplementclassifiedandgradedaccountmanagement,closelyfocusonkeyregions,keyoutlets,andkeybusinesslinks,improvemultilingualservices,consultingandcomplainthandling,andothersupportingaccountopeningservices,andimproveaccountservicesonanongoingbasis.Banksareencouragedtooptimizetheiraccountservices,establish“greenchannelsattheiroutlets,andimprovethebankaccountserviceexperiencesoftheelderly,foreignersinChina,andothergroupsofpeople.TheNationalImmigrationAdministrationshallprovidethePeople'sBankofChinawithinformationverificationservicestoimprovetheefficiencyofaccountopeningforbanksandpaymentinstitutions.(6) Continuouslystrengtheningthepublicityandpromotionofpaymentservices.Theestablishmentofpaymentserviceconsultationpointsatkeyvenuessuchaslargebusinessdistricts,touristattractions,touristresorts,culturalvenuesandmuseums,culturalandentertainmentvenues,hotels,transportationhubs,andhospitalsisencouraged,andvariouspublicitymethodsandchannelsshallbecomprehensivelyusedtopublicizepaymentservicesinanormalizedmanner.Thepostingofsignsforoverseasbankcardpayments,ATMcashwithdrawals,andindividualRMBandforeigncurrencyexchanges,amongothers,shallbeensured,andbusinesspersonneltrainingshallbestrengthened.Airlines,travelagencies,andotherbusinessentitiesshallbedirectedtoCaiTyoutvariousformsoftargetedpublicityactivitiesatoverseasChineseculturalcenters,tourismrepresentativeoffices(五)提升账户服务水平。银行、支付机构要进一步优化开户服务流程,合理实施账户分类分级管理,紧盯重点地区、重点网点、重点业务环节,完善多语言服务、咨询投诉等开户配套服务,不断提升账户服务水平。鼓励银行优化账户服务,在银行网点建立“绿色通道”,提升老年人、外籍来华人员等群体的银行账户服务体验。国家移民局向中国人民银行提供信息核验服务,提高银行、支付机构开户效率。(六)持续加强支付服务宣传推广。鼓励在大型商圈、旅游景区、旅游度假区、文博场馆、文娱场所、酒店、交通枢纽站点、医院等重点场所设立支付服务咨询点,综合运用多种宣传方式和渠道,常态化开展支付服务宣传。做好境外银行卡刷卡、ATM银行卡取现、个人本外币兑换等标识张贴,加强业务人员培训。引导航空公司、旅行社等经营主体,在海外中国文化中心、驻外旅游办事处、国际航班、境外签证中心、口岸等外籍来华人员聚集场所,开展形式多样、针对性强的宣传活动,不断提升外籍来华人员对境内支付服务的认知度。stationedabroad,internationalflights,overseasvisacenters,portsofentry,andotherplaceswhereforeignersinChinagather,tohelpforeignersknowmoreaboutdomesticpaymentservicesonanongoingbasis.III. SafeguardMeasures(1) Strengtheningpolicysupport.Theexperiencesfrompilotprogramsintherelevantcitiesshallbefurthersummarizedandimproved,popularizationeffortsshallbeincreased,andfirst-tiercities,provincialcapitals,worldheritageprotectionareas,andinternationalconsumptioncentercities,amongothers,shallbeboostedtoplayaleadingandexemplaryroleinoptimizingpaymentservices.Therelevantpaymentserviceentitiesareencouragedtomakebusinessinnovations,andfurtheroptimizepaymentproductsandservicesfortheelderly,foreignersinChina,andothergroupsofpeople.Alllocalitiesareencouragedtosetupforeigncurrencyexchangeinstitutionsandfacilitiesaltheplaceswithhighdemandsforpaymentservicesandoffercertainrentreductionsandexemptions.Theimprovementofpaymentservicesshallbeincludedinthescopeofa
