OfficialReplyoftheStateCouncilRegardingtheMasterPlanforBuildingaPilotZoneforIn-depthChina-AfricaEconomicandTradeCooperationDocumentNumber：LetterNo.62024oftheStateCouncilAreaofLaw:RegionalEconomicDevelopment1.evelofAuthority:RegulatoryDocumentsoftheStateCouncilIssuingAuthority：StateCouncilDateIssued：01-07-2024EffectiveDate:01-07-2024Status：EffectiveOfficialReplyoftheStateCouncilRegardingtheMasterPlanforBuildingaPilotZoneforIn-depthChina-AfricaEconomicandTradeCooperation(LetterNo.62024oftheStaleCouncil)ThePeople'sGovernmentofHunanProvinceandtheMinistryofCommerce:YourRequestforInstructionsontheApprovaloftheMasterPlanforBuildingaPilotZoneforIn-depthChina-AfricaEconomicandTradeCooperation(No.2482023,MOC)hasbeenreceived,andthefollowingofficialreplyisherebymade:I.TheMasterPlanforBuildingaPilotZoneforIn-depthChina-AfricaEconomicandTradeCooperation("MasterPlan")isapprovedinprinciple.Pleaseconscientiouslyorganizetheimplementationthereof.国务院关于中非经贸深度合作先行区建设总体方案的批复（国函（2024）6号）湖南省人民政府、商务部：你们关于报请审定中非经贸深度合作先行区建设总体方案的请示（商非发（2023）248号）收悉。现批复如下：一、原则同意中非经贸深度合作先行区建设总体方案（以下简称总体方案），请认真组织实施。11.TheMasterPlanshallbeimplementedundertheguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,andtheguidingprinciplesofthe2OthCPCNationalCongressandtheSecondPlenarySessionofthe20thCPCCentralCommitteeshallbecomprehensivelyimplemented.Thenewdevelopmentphilosophyshallbeappliedinacomplete,accurate,andcomprehensivemanner.Acceleratedeffortsshallbemadetofosterthenewdevelopmentdynamicandpromotehigh-qualitydevelopment.China'spolicytowardAfricashallbeguidedbytheprinciplesofsincerity,amity,goodfaith,andrealresults,andthegreatergoodandsharedinterestsshallbepursued.TheprinciplesofextensiveConsuItationJointcontribution,andsharedbenefitsshallbeupheld,andtheleadingroleofpragmaticmeasuresoftheForumonChina-AfricaCooperationshallbemaximized,withafocusonpromotingtheconnectionofChina-Africadevelopmentstrategies,innovatingontheChina-Africaeconomicandtradecooperationmechanism,improvingthesystemofChina-Africamodernindustryandsupplychains,andimprovingthecoordinationlevelofChina-Africatrade,industry,financeandhumanitiescooperation,sothatChina-AfricacooperationundertheBellandRoadInitiativewouldachievehigh-qualitydevelopmentandproducenewandgreaterresults,thusbuildingahigh-standardChina-Africacommunityofsharedfuture.III. ThePeople'sGovernmentofHunanProvinceshallearnestlystrengthentheorganizationalleadershipoftheconstructionofapilotzoneforin-depthChina-Africaeconomicandtradecooperation,improvethemechanisms,clarifythedivisionofresponsibilities,specifyresponsibilities.二、总体方案实施要以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届二中全会精神，完整、准确、全面贯彻新发展理念，加快构建新发展格局，推动高质量发展，秉持真实亲诚对非政策理念和正确义利观，坚持共商共建共享原则，充分发挥中非合作论坛务实举措引领作用，着力促进中非发展战略对接，着力创新中非经贸合作机制，着力健全中非现代产业链供应链体系，着力提升中非贸易、产业、金融、人文合作协同水平，推动中非共建“一带路”高质量发展取得新的更大成效，构建高水平中非命运共同体。三、湖南省人民政府要切实加强对中非经贸深度合作先行区建设的组织领导，健全机制、明确分工、落实责任，按照总体方案明确的战略定位、发展目标和重点任务，尽快制定配套政策，完善具体实施方案，扎实有序推进中非经贸深度合作先行区建设发展。losenotimeinformulatingsupportingpoliciesaccordingtothestrategicpositioning,developmentgoalsandkeytasksspecifiedintheMasterPlan,improvespecificimplementationplans,andpromotetheconstructionanddevelopmentofapilotzoneforin-depthChina-Africaeconomicandtradecooperationinasolidandorderlymanner.四、国务院有关部门要按照职责分工，积极支持湖南 省推动中非经贸深度合作先行区建设，坚持问题导向，深 入调查研究，创新政策措施，建设营造良好环境。商务部 要牵头做好统筹协调、跟踪分析和督促检查，适时对中非 经贸深度合作先行区建设成果进行评估、总结推广经验。总体方案实施中的重大问题，要及时向党中央、国务 院报告。国务院IV. TherelevantdepartmentsoftheStateCouncilshall,inaccordancewiththedivisionofresponsibilities,activelysupportHunanProvinceinpromotingtheconstructionofapilotzoneforin-depthChina-Africaeconomicandtradecooperation,adopttheproblem-orientedapproach,conductindepthinvestigationandresearch,andinnovateonpoliciesandmeasures,soastocreateagoodenvironment.TheMinistryofCommerceshalltaketheleadinoverallcoordination,followupandanalysis,andsupervisionandinspection,evaluatetheachievementsoftheconstructionofthepilotzoneforin-depthChina-Africaeconomicandtradecooperationatanappropriatetime,andsumupthepromotionexperience.MajorissuesencounteredintheimplementationoftheMasterPlanshallbereportedtotheCPCCentralCommitteeandtheStateCouncilinatimelymanner.TheStaleCouncilJanuary7,20242024年1月7日
