Theleadingroleofoverseaswarehousesshallbefurtherplayed.Theseedfundtoencourageinnovationtodevelopservicestradeshallbeaggressivelyusedtopromotethehigh-qualitydevelopmentofoverseaswarehousesaccordingtothemethodsofpolicyguidanceandmarketoperation.Financialinstitutionswithcross-borderfinancialservicecapabilitiesshallbeencouragedto,whilecomplyingwithlawsandregulationsandkeepingrisksunderConlrO1,increasefinancialsupportfortraditionalforeigntradeenterprises,cross-bordere-commerceandlogisticsenterprisesinbuildingandusingoverseaswarehouses.(Alllocalpeople,sgovernments,theMinistryofCommerce,theNationalDevelopmentandReformCommission,theMinistryofFinance,thePeople'sBankofChina,theChinaBankingandInsuranceRegulatoryCommission,theStateAdministrationofForeignExchange,theChinaDevelopmentBank,theExport-ImportBankofChina,andtheChinaExportandCreditInsuranceCorPoraIiOnshallberesponsibleaccordingtotheirdivisionoffunctions)2. Theimportofcommoditiesshallbeeffectivelyensured.Activemeasuresshallbetakentoensurethedomesticsupplyofbulkcommodities.Coordinatedmovesshallbetakentoensurethestableoperationofalllinksofbulkcommodityimport.(Alllocalpeople'sgovernments,theMinistryofCommerce,theNationalDevelopmentandReformCommission,theMinistryofTransport,theState-ownedAssetsSupen,isionandAdministrationCommission,theGeneralAdministrationofCustoms,theStaleAdministrationofGrain,andtheNationalEnergyAdministrationshallberesponsibleaccordingtotheirdivisionoffunctions)3. Thepotentialofconsumergoodsimportsshallbetapped.Thelistofcross-bordere-commerceretailimportsshallbefurtheradjustedandoptimized,andimportcategoriesshallbeexpanded,soastobettermeetdiversifiedconsumerneeds.Theactivitiestopromotetheinternationalconsumptionseasonshallbeorganizedwhenapproximatetodrivetheimportofconsumergoods.(TheMinistryofCommerce,theNationalDevelopmentandReformCommission,theMinistryofFinance,theGeneralAdministrationofCustoms,theStateTaxationAdministration,andtheStateAdministrationforMarketRegulationshallberesponsibleaccordingtotheirdivisionoffunctions)II.Ensuringthestabilityandsmoothflowofforeigntradeindustrialchainsandsupplychains4. Thepressureforinternationallogisticsshallberelieved.Foreigntradeenterprisesshallbeencouragedtosignlong-termagreementswithshippingenterprises.Localgovernmentsandimportersandexportersassociationsshallbeencouragedtoorganizemicro,small,andmedium-sizedforeigntradeenterprisestoconductdirect-to-consumer(DTC)withshippingenterprises.Financialinstitutionsshallbesupportedin,whilecomplyingwithlawsandregulationsandkeepingrisksunder(三)挖掘消费品进口潜力。进一步调整优化跨境电商零售进口商品清单、扩大进口类别,更好满足多元化消费需求。适时举办国际消费季促进活动,带动消费品进口。(商务部、发展改革委、财政部、海关总署、税务总局、市场监管总局按职责分工负责)二、保障外贸产业链供应链稳定畅通(四)缓解国际物流压力。鼓励外贸企业与航运企业签订长期协议。引导各地方、进出口商协会组织中小微外贸企业与航运企业进行直客对接。支持金融机构在依法合规、风险可控前提下,利用普惠性金融政策,向符合条件的小微外贸企业提供物流方面的普惠性金融支持。(各地方人民政府,交通运输部、商务部、人民银行、银保监会按职责分工负责)持续加强国际海运领域监管,依法打击违法违规收费、哄抬运价等行为。依法依规调查涉嫌垄 断行为。在多双边场合呼吁共同畅通国际物流。完善I=I常 监测和应急调度机制,增强港口间协同配合。(市场监管 总局、交通运输部、外交部、商务部、海关总署按职责分 工负责)(五)新培育一批外贸创新发展试点。增设一批跨 境电子商务综合试验区。(商务部、中央网信办、发展改 革委、工业和信息化部、财政部、交通运输部、人民银 行、海关总署、税务总局、市场监管总局、银保监会、邮 政局、外汇局按职责分工负责)培育一批离岸贸易中心城 市(地区),支持创新发展离岸贸易。(商务部、人民银 行、外汇局按职责分工负责)control,providinginclusivefinancialsupportinlogisticstoeligiblemicroandsmall-sizedforeigntradeenterprisesbyusinginclusivefinancialpolicies.(Alllocalpeople,sgovernments,theMinistryofTransport,theMinistryofCommerce,thePeople'sBankofChina,andtheChinaBankingandInsuranceRegulatoryCommissionshall,accordingtothedivisionoffunctions,beresponsiblefor)continuouslystrengtheningsupervisioninthefieldofinternationalshipping,andcrackingdownonimposingillegalchargesandartificiallyforcingupfreightratesaccordingtolaw.Suspectedmonopolyshallbeinvestigatedaccordingtolawsandregulations.Effortsshallbemadetocallforjointeffortstosmoothinternationallogisticsonmulti-bilateraloccasions.Thedailymonitoringandemergencydispatchmechanismshallbeimprovedtoenhancethecoordinationbetweenports.(TheStaleAdministrationIbrMarketRegulation,theMinistryofTransport,theMinistryofForeignAffairs,theMinistryofCommerce,andtheGeneralAdministrationofCustomsshallberesponsibleaccordingtotheirdivisionoffunctions)5. Anumberofpilotprojectsfortheinnovativedevelopmentofforeigntradeshallbefostered.Anumberofnewcomprehensivepilotzonesforcross-bordere-commerceshallbeestablished.(TheMinistryofCommerce,theOfficeoftheCentralCyberspaceAffairsCommission,theNationalDevelopmentandReformCommission,theMinistryofIndustryandInformationTechnology,theMinistryofFinance,theMinistr),ofTransport,thePeople'sBankofChina,theGeneralAdministrationofCustoms,theStateTaxationAdministration,theStateAdministrationforMarketRegulation,theChinaBankingandInsuranceRegulatoryCommission,theStatePostBureau,andtheStateAdministrationofForeignExchangeshall,accordingtotheirdivisionoffunctions,beresponsiblefor)cultivatinganumberofoffshoretradecentercities(regions)tosupp>ortinnovativedevelopmentofoffshoretrade.(TheMinistryofCommerce,thePeople'sBankofChina,andtheStateAdministrationofForeignExchangeshallberesponsibleaccordingtotheirdivisionoffunctions)(六)稳定加工贸易发展。加强国家加工贸易产业 园培育建设,深化东部与中西部、东北地区合作共建,鼓 励支持加工贸易重点项目落地发展。加快培育认定新一批 加工贸易梯度转移重点承接地和示范地,加大支持力度, 发挥示范引领和辐射带动作用。(各地方人民政府,商务 部、人力资源社会保障部、海关总署按职责分工负责)暂 免征收加工贸易企业内销税款缓税利息至2022年底,稳定 加工贸易发展,减轻企业负担。(财政部、海关总署、税 务总局按职责分工负责)6. Thedevelopmentofprocessingtradeshallbestabilized.Thecultivationandconstructionofnationalprocessingtradeindustrialparksshallbestrengthened,andthecooperationandco-constructionbetweentheeastern,thecentral,andwesternandthenortheastregionsshallbedeepened,andtheimplementationofkeyprocessingtradeprojectsshallbeencouragedandsupported.Thecultivationandcertificationofanewgroupofkeyacceptanceplacesanddemonstrationplacesforthegradienttransferofprocessingtradeshallbeaccelerated.Supportshallbeincreasedtothem,sothattheymayplayaleadingroleindemonstrationandradiation.(Alllocalpeople'sgovernments,theMinistryofCommerce,theMinistryofHumanResourcesandSocialSecurity,andtheGeneralAdministrationofCustomsshall,accordingtotheirdivisionoffunctions,beresponsiblefor)thetemporaryexemptionofprocessingtradeenterprisesfrominterestaccruedonthedeferredtaxpaymentsfortheirdomesticsalesuntiltheendof2022,soastostabilizethedevelopmentofprocessingtradeandreducetheburdenonenterprises.(TheMinistryofFinance,theGeneralAdministrationofCustoms,andStateTaxationAdministrationshallberesponsibleaccordingtotheirdivisionoffunctions)7. Enterprisesengagedindual-circulationoftradeshallbecultivated.Agroupofinternationallycompetitiveenterprisesengagedindual-circulationoftradeshallbecultivated,andsuchenterprisesshallbesupportedinstrengtheninginnovationsinkeytechnologiesandbusinessmodels.Thesupportingservicesforenterprisesshallbestrengthenedtofacilitatethesolutionofproblemsencounteredbyenterprisesindevelopingdomesticandforeigntradeproductsofthesameline,standard,andquality,expandingtradechannels,andimprovingsupplychainnetworks.(Alllocalpeople'sgovernments,theMinistryofCommerce,theMinistryofIndustryandInformationTechnology,andtheStateAdministrationforMarketRegulationshallberesponsibleaccordingtoIheirdivisionoffunctions)8. Tradeliberalizationandfacilitationshallbeenhanced.TheimplementationoftheRegionalComprehensiveEconomicPartnership(“RCEP")shallbetakenasanimportantmeasureforstabilizingforeigntrade,andmarketopening-upcommitmentsandrulesshallbefullyusedtoexpandthecomprehensiveeffectofthecumulativerulesoforigin.(TheMinistryofCommerceshall,togetherwithrelevantdepartments,beresponsible)Alllocalgovernmentsshall,whilestrictlyimplementingepidemicpreventionandcontrolrequirements,implementepidemicpreventionandcontrolmeasuresinascientificandtargetedmanneraccordingtothetypesandsourcesofgoods.Thebusinessenvironmentshallbecontinuouslyoptimized.Thecross-bordertradefacilitationshallbefurtherimprovedonthebasisofensuringeffective(七)培育贸易双循环企业。培育一批具有国际竞争力的贸易双循环企业,支持贸易双循环企业加强关键技术和商业模式创新。加强对企业的配套服务,推动解决企业在发展内外贸同线同标同质产品、拓展贸易渠道、完善供应链网络等方面遇到的问题。(各地方人民政府,商务部、工业和信息化部、市场监管总局按职责分工负责)(八)提升贸易自由化便利化水平。将区域全面经济伙伴关系协定(RCEP)生效实施作为稳外贸的重要抓手,用足用好市场开放承诺和规则,扩大原产地区域累积规则的综合效应。(商务部会同相关部门负责)各地方要在严格落实疫情防控要求基础上,根据货物种类、来源地等,科学精准实施疫情防控措施。持续优化营商环境,在确保有效监管的基础上,进一步提升跨境贸易便利化水平,降低进出口环节合规成本。继续加快出口退税进度,2022年税务部门办理正常出口退税的平均时间压缩至6个工作日以内。研究适时组织对中资企业海外员工开展新冠病毒疫苗加强免疫接种,助力企业在海外开展经贸活动。(各地方人民政府,外交部、商务部、卫生健康委、国资委、海关总署、税务总局按职责分工负责)supervisiontoreducetheimportandexportcompliancecosts.Theprogressofexporttaxrebatesshallbeaccelerated.In2022,taxdepartmentsshallreducetheaveragetimeforhandlinganormalexporttaxrebatetolessthansixworkingdays.TheeffortstoorganizeCOV1D-19bstervaccinationforoverseasemployeesofChinese-fundedenterprisesatanappropriatetimeshallbestudiedtohelpenterprisescarryouteconomicandtradeactivitiesoverseas.(Alllocalpeople'sgovernments,theMinistryofForeignAffairs,theMiniStryofCommerce,theNationalHealthCommission,theState-ownedAssetsSupendsionandAdministrationCommission,theGeneralAdministrationofCustoms,andtheStateTaxationAdministrationshallberesponsibleaccordingtotheirdivisionoffunctions)(九)加快推进贸易调整援助。支持各地方结合本地实际建立健全贸易调整援助制度,积极开展贸易调整援 助工作,助力稳定产业链供应链。(各地方人民政府,商 务部、工业和信息化部、财政部、人力资源社会保障部、 农业农村部按职责分工负责)9. Tradeadjustmentassistanceshallbeaccelerated.Localgovernmentsshallbesupportedinestablishingandimprovinganassistancesystemfortradeadjustmentinlightoftheirlocalconditionsandactivelyassistingintradeadjustment,soastohelpstabilizeindustrialchainsandsupplychains.(Alllocalpeople'sgovernments,theMinistryofCommerce,theMinistryofIndustryandInformationTechnology,theMinistryofFinance,theMiniStryofHumanResourcesandSocialSecurity,andtheMinistryofAgricultureandRuralAffairsshallberesponsibleaccordingtotheirdivisionoffunctions)三、稳市场主体保订单(十)巩固提升出口信用保险作用。在依法合规、III.Keepingtheoperationsofmarketentitiesstableandmaintainingorders10. Thepolicyfinancingbusinessundershort-terminsuranceshallbecontinuouslycultivatedanddeveloped.Bankinginstitutionsshallbeencouragedandguidedininnovatingpolicyfinancingandotherproductsinlightoftheneedsforforeigntradeenterprises,withafocusonalleviatingthedifficultiesfacedbymicro,small,andmedium-sizedforeigntradeenterprisesinaccessingaffordablefinancing.EligiblelocalgovernmentsmayuseiiRe-IendingPlusPolicyFinancing''toprovidefinancingsupporttomicroandsmallsizedforeigntradeenterprises.(Alllocalpeople'sgovernments,theMinistryofFinance,theMinistryofCommerce,thePeople,sBankofChina,theChinaBankingandInsuranceRegulatoryCommission,andtheChinaExport(十二)抓实抓好外贸信贷投放。发挥各类金融机 构作用,在依法合规、风险可控前提下,开展产品服务创 新,按照市场化原则进一步加大对外贸企业特别是中小微 外贸企业的信贷支持力度。(财政部、商务部、人民银 行、银保监会、开发银行、进出口银行按职责分工负责) 鼓励大型骨干外贸企业向金融机构共享信息,加强合作, 推动大型骨干外贸企业为上下游企业增信,在真实交易的 背景下,引导金融机构向大型骨干外贸企业的上下游企业 提供供应链金融产品。(各地方人民政府,财政部、商务 部、人民银行、银保监会、进出口银行、中国出口信用保 险公司按职责分工负责)(十三)提升外贸企业应对汇率风险能力。保持人民币汇率在合理均衡水平上基本稳定。鼓励银行机构在依andCreditInsuranceCorporationshallberesponsibleaccordingtotheirdivisionoffunctions)12.
